The Pljevlja Municipal Assembly (MA) session was not convened today due to a lack of quorum, as opposition councilors from the Democratic Party of Socialists (DPS) vacated the hall prior to the vote on the first agenda item—Approval of the final account for last year’s municipal budget.

Only 15 out of the 23 councilors from the ruling parties remained present, which was insufficient to permit valid decision-making.

Last night’s local parliament session was also adjourned for the same reason when DPS councilors and the only representative of the Bosniak Party exited, leaving only 17 councilors in attendance.

The Pljevlja local parliament comprises 34 councilors, with a minimum of 18 required for making valid decisions.

Municipal Council President Jovana Tošić noted that some councilors were absent today due to personal commitments and indicated that the session would resume on Monday at ten o’clock.

DPS councilor Haris Alavać stated that nine opposition councilors opted not to grant the government a quorum.

“They prefer to keep us out of their internal party and coalition issues, especially with local elections approaching. Thus, I urge my colleagues from my party to adjourn this session and inform the public that local elections are imminent,” said Alavać, after which the opposition councilors exited the hall, leading to the session being adjourned.

During yesterday’s meeting, local parliament members reviewed the final budget of the Pljevlja municipality, with opposition members voicing significant criticism regarding the utilization of funds from the Current Budget Reserve.

Last year, the Municipality of Pljevlja’s budget was executed at a total of 34,794,000 euros, amounting to 107 percent of the expected revenues, while expenditures totaled 25,687,000 euros, or 79 percent of the planned budget.

The capital budget was over nine million euros, representing 65 percent of the planned figure.

In 2024, the municipal budget faced a deficit of 2.19 million euros. Approximately 11 million euros were carried over from the previous year to the current one.
