Lawyers’ Association Warns Sattler About Risks of Conducting a “Hasty and Unprepared Vetting”

Today, members of the Association of Lawyers of Montenegro discussed key reform issues related to the rule of law with EU Ambassador Johann Sattler. They expressed concerns about the dangers of implementing a “rushed and unprepared vetting” process, as well as the increasing use of detention.
During the conversation, representatives of the Lawyers’ Association noted that detention is increasingly perceived as a punishment rather than a security measure as legally intended.
Sattler was also informed about the potential unconstitutionality of the proposed amendments to the Public Assembly Act.
This meeting coincided with the Day of the Association of Lawyers of Montenegro, celebrating 92 years of the oldest professional organization for lawyers in the country. The delegation included Prof. Dr. Branislav Radulović, President of the Association, Attorney Ana Stanković Mugoša, Vice President, Prof. Dr. Gordana Pavić–Jeknić, Attorney Ibrahim Smailović, and Ivan Medenica, President of the Committee of Young Lawyers.
According to the Lawyers’ Association’s statement, Sattler congratulated the Association on its anniversary, emphasizing that this milestone reflects their enduring contribution to the advancement of legal science and practice in Montenegro.
Radulović shared the 92-year history of the Lawyers’ Association, the work carried out by the Editorial Board of the historic legal journal, Pravni zbornik, and their ongoing activities and future plans.
On behalf of the Association, he presented a new edition of the Legal Digest and the Bibliography of the journal to the EU Embassy in Podgorica. The discussion also addressed significant reforms in the field of the rule of law in Montenegro.
Sattler later tweeted about his positive meeting with the delegation from the Association of Lawyers of Montenegro.
Sattler stated, “During the meeting, we discussed important issues concerning rule of law reforms, which are central to negotiations with the EU.”
