There are no negotiations on salary calculations, I proposed changes to the General Labor Code and an increase in allowances

“Salary Calculations Are Non-Negotiable: I Proposed Revisions to the General Labor Code and an Increase in Allowances”

Minister of Education, Science and Innovation Anđela Jakšić-Stojanović has submitted a proposal to Prime Minister Milojko Spajić to enhance allowances for class teachers and higher ranks through modifications to the Sectoral Collective Agreement (GKU).

Jakšić-Stojanović stated on the Ministry of Education, Science and Innovation’s Facebook page that she fully endorses the centralized salary calculation established by the finance department. From the outset of its application, she has been firm that there should be no discussions or negotiations regarding the law’s implementation.

Consequently, she has proposed that the allowance for class teachers be raised from ten to 12 percent, and allowances for higher ranks increased by 0.2 percent.

“I trust that the Prime Minister will acknowledge our shared commitment to reforming the education system at all levels and laying the groundwork for a brighter and better Montenegro,” said Jakšić-Stojanović.

The education union has been protesting the new salary calculation method for several months, asserting that the reductions resulted in many educators receiving lower salaries in July compared to prior months, by an average of 10 to 50 euros, and in certain instances, even more.

In light of this, they have scheduled a roundtable discussion for today and a public class in schools as a warning protest on Monday.

Since July, salaries for some educational personnel have been calculated using centralized salary computation software, which is already in use by 159 state budget spending units.

Jakšić-Stojanović expressed her belief that, like any sector, there are some in education who do not merit their positions.

“However, I am far more certain that there are outstanding educators who uphold the honor of both the profession and society. It is my human and professional duty to support them,” she remarked.

She reiterated that her team at MPNI will remain steadfast in upholding the law.

“Yet, we cannot and must not overlook the promise we made—not just to advocate for a better financial situation for education workers but also to secure the status they truly deserve in society. We owe this not to the Education Union but to the education workers themselves, with whom we aim to develop a superior education system for future generations,” stated Jakšić-Stojanović.

She extended her gratitude to all educators and directors of educational institutions who acknowledge the ongoing efforts of the Ministry of Education and Science to enhance the education system’s quality across all levels and sectors.
