Challenges Persist, Yet Fishermen’s Protest Fails to Offer Solutions
The Ministry of Agriculture, Forestry and Water Management is committed to addressing the concerns raised by the National Association of Fish Producers, as stated by Minister Vladimir Joković.
He pointed out the significant issues facing the industry, including inadequate berths and infrastructure for fish landings, high fuel costs, tax liabilities, and instances of unfair competition. These challenges have been recognized through the fisheries sector assessments and are being addressed in collaboration with the relevant Directorate.
“We want to assure you that all the concerns raised by the representatives of the National Association of Fish Producers of Montenegro have been carefully reviewed, and this Ministry aims to find favorable resolutions. However, it is important to note that while these concerns are legitimate, not all fall under the responsibility of this Ministry. We will refer them to the appropriate agencies within the Government to seek sustainable and equitable solutions,” Joković stated.
He emphasized that the association’s demands do not accurately reflect the complexities involved in institutional responsibilities.
“The entities responsible for addressing these issues include: the Ministry of Finance—(excise duties, VAT, blue diesel); the Ministry of Maritime Affairs—(fishing ports, docks); and local governments—(locations and permits for infrastructure projects),” Joković explained.
He also stressed the importance of institutions acting within their legal frameworks.
According to him, organizing protests that disrupt public order and other economic activities does not aid in finding a resolution but rather exacerbates misunderstandings and hampers progress.
For this reason, he urged the National Association of Fish Producers to reassess their planned actions and “engage in institutional dialogue.” “We believe that sustainable solutions beneficial to fishermen, citizens, and the state can only be achieved through clearly defined objectives, responsibilities, and timelines,” stated Joković.
He announced that the Ministry would arrange a meeting with representatives of the National Association of Fish Producers and other stakeholders “immediately after the Government returns from its collective break,” enabling an open discussion on priorities and next steps.
“This meeting will be transparent, and the public will be informed of the outcomes. The Ministry is dedicated to maintaining dialogue and serves as a link between the sector and other institutions, aiming to achieve collaborative and realistic solutions,” Joković concluded.
