Born in 1939 in Mostar, Goati was a leading political scientist and sociologist, dedicated to analyzing political and social developments in Serbia and the former Yugoslavia.

He earned his doctorate from the Faculty of Political Sciences in Belgrade in 1973, dedicating his career to the study of political parties, electoral systems, corruption, and democracy transitions.

Starting as a researcher and lecturer, he rose to prominence at the Center for Political Studies and Public Opinion within the Institute of Social Sciences. Additionally, he was the president of the Institute’s Scientific Council from 1990 to 2003 and held guest lectures at universities in Ljubljana, Bordeaux, Podgorica, and Belgrade. He was also a member of the Anti-Corruption Council.

Goati founded and served as the long-time president of the non-governmental organization Transparency Serbia, which is the national branch of the global network Transparency International. His work focused on creating accountability and control mechanisms within the political system.
