Newly Achieved Results in Rule of Law Recognized After Just Six Months

Montenegro is actively working to close chapters and remains a top candidate and significant partner of the European Union (EU). The expansion of the European community is vital for ensuring unity, security, and prosperity, as stated during a meeting between Montenegrin Prime Minister Milojko Spajić and EU Enlargement Commissioner Marta Kos.
This was communicated by the Government of Montenegro.
The announcement mentions that Spajić met with Kos in Brussels today, where he is leading the Montenegrin delegation at the Intergovernmental Conference with the EU, where Montenegro will finalize Chapter 5 – Public Procurement.
“We are making significant strides towards full EU membership. After just six months, our advancements in the rule of law have been recognized, reaffirming our position as a leader in the accession process and a vital partner for the EU,” Spajić stated.
According to him, the conclusion of Chapter 5, along with the approval from all 27 EU members, strongly indicates that Montenegro’s Public Procurement practices are in line with the best standards in Europe.
Spajić noted that progress is being made according to the agreed timeline between Montenegro and the European Commission (EC).
“We aim to close the remaining chapters by the end of 2026. We are currently finalizing Chapter 5, which is fundamental and certainly one of the most challenging chapters, alongside Chapters 23, 24, and 27. This is crucial for our economy, considering we have nearly a billion euros in public procurement annually, with contracts going through a tender process that is highly transparent and free from corruption,” Spajić added.
The government reported that Kos expressed strong support for Spajić’s vision of completing negotiations by the end of 2026.
“The chapter we are closing today is very significant, and I congratulate the Prime Minister of a future EU member state,” Kos commented.
The announcement stated that Spajić conveyed his gratitude to Kos and the EC for their trust and ongoing support.
