Former police officer claims that people close to DPS are closing ranks after the 2020 elections.

Ex-Police Officer Allegedly Says Those Near DPS Are Closing Ranks Following 2020 Elections.

Former police officer Vladimir Bajčeta once asserted that “our people” had established a parallel government following the Democratic Party of Socialists (DPS) losing the elections in August 2020 after three decades in power.

This claim emerged from text messages he sent to an individual known as The Falcons, where he offered “services” to prosecutors in Montenegro and Ukraine.

“Just so you know, our people have literally created a parallel government within the security framework,” stated Bajčeta, now a defendant, in messages from March 2021.

The government headed by Zdravko Krivokapić was established in early December 2020, with Dritan Abazović as the vice president tasked with coordinating the security sector.

Following the police restructuring, Bajčeta and The Falcons discussed a purported list of criminals that the authorities had allegedly started to target…

In their exchanges, Bajčeta claimed he had seen a list that he alleged was compiled by Abazović.

“I was told that Abazović created a list of all individuals who assisted the regime, and that they would be targeted… Additionally, I was informed my name was also on that list,” Bajčeta shared in a message dated March 6, 2021.

They revisited this topic multiple times, and a day later, Bajčeta expressed concern after leaving the Security Center, where he underwent a search.

“I was informed Abazović listed everyone, including our own people, myself, and all affiliated with the DPS,” Bajčeta said.

Falcone reassured him that he had nothing to fear, as the police Special Team had reportedly destroyed all evidence…

“Just the searches. He possesses nothing, and he cannot have anything. They cleared everything from the special unit. They only kept what suited them to be discovered, not to protect us,” Falcone noted…

“And I was told my name was on that list too,” reiterated Bajčeta.

Nevertheless, Falcone insisted there was no cause for alarm…

“What harm could it bring? There will be an operation similar to Sabre. They’ll take everyone in one sweep,” Falcone explained.

Bajčeta admitted he was worried about his firearm being discovered…

“They’ll do it to everyone,” added Falcone.

When Bajčeta queried if those linked to the DPS would face setbacks, Falcone agreed.

“Of course… But it doesn’t matter; they’ll just carry out searches. He has nothing, nor can he possess anything… Everything from the special department was seized”…

Bajčeta inquired about what had been confiscated and who currently had eluded capture: “You mean our people?”

“Well, it’s true for no one. They retained only what was beneficial for them to discover. For themselves, not to safeguard us”…

“That’s right, brother. Just ensure they don’t mishandle anything,” was Bajčeta’s reply.

“They won’t, brother. They have someone ahead of us,” claimed Falcone.

Support in Prosecution

As previously reported by Vijesti, Falcone extended an offer of support to those implicated in organized crime under investigation by Montenegrin and Ukrainian prosecutors.

This resident of Podgorica claimed connections with high-ranking Ukrainian prosecutors and offered assistance to the head of the Kavač criminal clan.

Allegedly, this individual also proposed support to the leaders of the Skalja clan regarding matters in the Montenegrin prosecutor’s office…

“Vijesti” has obtained confirmation from multiple unofficial sources regarding the identity of this individual, and his identity becomes apparent through the exchanged messages, which also reference his family.

The Special State Prosecutor’s Office (SDT) has not responded to “Vijesti’s” inquiries concerning the communications of this Podgorica resident…

In April 2020, Falcone queried Bajčeta about any connections with “the other one in Ukraine,” referring to the leader of the Kavač clan, Happy Switzerland.

“We have established contact with top prosecutors there; they are expected to visit us soon… You know they are under investigation. I have some very reliable individuals there,” he communicated.

The former officer acknowledged seeing in the news that their associate was under investigation, though he expressed skepticism about its accuracy…

“Because our journalists operate according to their service’s directives,” he remarked.

Falcone responded with uncertainty about the ongoing investigation in Ukraine and reiterated who was coming to Montenegro:

“But the top officials are making their way here. It’s a private visit. We’ll socialize with them, and let them familiarize themselves with the country. Officially, it’s a formal visit; unofficially, it’s a mix of both”…

His conversation partner suggested informing Zvicer so they could discuss it, prompting Falcone to mention he’d like “to have a chat with him”…

“I’ll write to him now… I’ll draft another message, and then let you know,” sent the former police officer, asking Falcone to convey his regards.

“Brother, we’ve just spoken. He assured me what’s printed in the newspapers is nonsense since the company was established with 30 euros and shut down in a similar manner. Nothing is substantial there… But brother, if possible, see what contacts they have with him. I’m sending this to keep you informed…” Bajčeta informed Falcone that evening.

“Just to conduct searches. He possesses nothing, nor can he (Abazović). They’ve stripped everything from that special unit. They have nothing to incriminate anyone. Only what would serve them to discover. For their own benefit, not to shield us,” remarked Falcone on the messaging app…

Connections on Sky…

Bajčeta is among those charged with cocaine trafficking, money laundering, and abuse of authority…

He was apprehended in March 2023 at the direction of the Special State Prosecutor’s Office.

The SDT has filed charges against him and 20 others with the Higher Court, including renowned figures such as the leader of the Kavač clan, Radoje Zvicer, the mayor of Budva Municipality, Milo Božović, former deputy director of the Police Directorate, Dejan Knežević, along with fugitives and various other individuals.

His conversation partner, Falcone, likely adopted that alias as a nod to the relentless fighter against organized crime—Italian prosecutor and judge Giovanni Falcone.

Born in Palermo, Sicily, Falcone dedicated his life to uncovering and undermining Cosa Nostra activities. As a key member of the special anti-mafia unit in Palermo, alongside his colleague Paolo Borsellino, he spearheaded significant investigations leading to the notable Maxi Trial (1986 – 1992), which resulted in over 300 mafia convictions.

Falcone was assassinated in a vicious attack near Kapači on May 23, 1992. On that day, around 6 PM, a half-ton bomb concealed in a drainage pipe along the highway was detonated remotely.

The vehicle carrying Falcone was obliterated, landing in a crater. Tragically, Falcone, his wife, and three bodyguards perished. This heinous act was orchestrated by the Sicilian Cosa Nostra.
