Project Overview: Employment, Learning, Europass, and Qualifications Opportunities
The collaborative efforts of the National Euroguidance, Europass, and EQF Centre will significantly contribute to the achievement of the policy objectives outlined in the European Skills Agenda and the European Pillar of Social Rights Action Plan. Given that higher education has been recognized as a priority area in Montenegro’s Policy Agenda, the focus for this project cycle will be on higher education.
The University of Montenegro aims to develop the overall national policy in lifelong guidance, the Qualification Framework, and Europass initiatives, particularly targeting young people. Enhancing the competences of guidance practitioners, improving the guidance system in collaboration with relevant partners, providing comprehensive information in one place, fostering a better understanding and utilization of Europass, and increasing awareness and comparison of national and European qualifications, along with their reference levels and learning outcomes, are considered essential mechanisms for developing youth career paths and promoting social inclusion in Montenegro.
The coordinated activities of the national Euroguidance, Europass, and EQF Centre will facilitate the system-level implementation, development, and outreach of EU tools and services that are crucial for improving Montenegro’s economic and social status.
Through these vital European networks designed to foster learning and working mobility alongside lifelong learning, we aim to create a more conducive environment for career development for both young people and adults. As the University of Montenegro hosts three networks—Euroguidance, Europass, and EQF—the synergy among these activities will strengthen the University’s Career service, focusing on employment and learning opportunities, and enhancing the understanding of qualifications from levels 6 to 8, accompanied by relevant learning outcomes.
