No Interest in Renting Nudist Beaches, Morsko Dobro Reiterates Public Invitation

The Public Company for Coastal Zone Management has had to reissue a public call for the lease of five nudist beaches along the Montenegrin coast. Despite minimum annual rents slightly above one thousand euros, there was no interest during the first tender cycle in March.
The state-owned company verified to “Vijesti” that no bids were received for the lease of designated nudist beaches in March and noted that some have gone without tenants for previous years, even after public calls were announced.
In contrast, rental prices for other beaches are notably higher, reaching tens of thousands of euros for annual leases, attracting considerably more interest. However, the five nudist beaches—three located on the Bar Riviera and one each on the Budva and Tivat Rivieras—saw little to no engagement, prompting Morsko dobro to reopen the tender.
The public notice outlines that the leasing opportunity pertains to a special-purpose nudist beach as per the Amendments to the Program for Temporary Facilities in the Coastal Zone for 2024-2028, which was approved by the Ministry of Spatial Planning, Urbanism, and State Property. This information is accessible to “Vijesti.”
A public call has been made for the lease of the Ćeskota-Zlatna obala beach in Sutomore. This nudist beach, designated as 5N2, measures 29 meters in length and covers an area of 522 square meters. No temporary structures are permitted, with a minimum seasonal use price set at 1,305 euros.
Another beach up for lease in the Bar municipality, also at Sutomore’s Ćeskota-Zlatna obala, is coded 5N3. This nudist beach spans 55 meters in length and has an area of 450 square meters. Temporary structures are not allowed, and the minimum rental price for the season is 1,125 euros.
A third beach on the Bar Riviera, named Uvala Maslina and identified by code 11N1, will also be available for lease. This special-purpose beach is 44 meters long with an area of 389 square meters, and no temporary structures are allowed. The minimum annual rental price is set at 1,000 euros.
Additionally, there is a tender for the Žuta greda nudist beach in Jaz, located on the Budva Riviera.
The designated swimming area, labeled 2G, measures 101 meters in length and encompasses an area of 1,244 square meters. According to the program for temporary facilities for 2024-2028, no temporary structures are permitted, with a minimum seasonal use cost of 3,110 euros.
The Public Company for Coastal Zone Management has reminded interested bidders for the Jaz nudist beach that, pursuant to Article 40 of the Nature Protection Act, they need to obtain a permit from the Agency for Nature and Environmental Protection to conduct activities in the protected area.
The public call also encompasses one nudist beach within the Tivat municipality, located at Kalardovo – Brdišta – Ostrvo Sveti Marko, identified as 9C. This bathing area has a length of 104 meters and an area of 228 square meters, with no temporary structures allowed, and a minimum seasonal fee of 1,000 euros.
Bids can be submitted via a public invitation for the lease of these bathing areas without installed facilities or infrastructure, aside from any pre-existing features on-site, managed by the Public Company. Access to the locations is possible via existing paths and routes. If access is through a private property or if there’s no road, the selected bidder must secure passage rights from the property owner or provide alternative access, in compliance with relevant regulations. Contracts will be for four years, starting from the signing date until December 31, 2028, contingent upon the lessee fulfilling contractual obligations, with no unilateral terminations.
Bids must be submitted by July 4th, after which a public opening will take place.
Montenegro was at the forefront of nudism during the tourism boom several decades ago. Now, the offering for this popular type of tourism, especially among foreign visitors, is restricted to only a few beaches.
