A criminal ring led by former secret agent Duško Golubović and Tuzanina Sander Stanaj operated a clandestine cigarette smuggling network. In this system, buyers never interacted directly with the organizers; instead, cigarette packages were “transported” from the warehouse to their destinations by multiple couriers.
According to the investigation’s order, this operation was frequently orchestrated by one of Stanaj’s associates, Abedin Pepić, along with his brother Nuo Stop and Dejan Milić from Podgorica.
Prosecutorial documents reveal that they distributed smuggled cigarettes to locations arranged by Sander Stanaj, where buyers’ couriers eventually collected the vehicles containing the tobacco products.
The Special State Prosecutor’s Office (SDT) suspects Golubović, who was arrested by the Special Police Department (SPO) on May 9, and Sander Stanaj, who remains at large, of leading a criminal group that caused the state a loss of at least 18,260,352 euros due to cigarette smuggling.
On suspicion of being part of this criminal network, SPO officers apprehended the director of “Plus” company earlier this week under orders from the SDT. Those arrested include Prokopija Perić, Milić, Radoje Dakić, Mile Simanić, Adnan Suković, Ivan Turčinović, and the owner of “MP ŠPED TRANS”, Dear Madžgalj.
After interrogation by a judge from the Higher Court in Podgorica, Madžgalj, Milić, Dakić, and Turčinović were placed under house arrest, while Perić, Simanić, and Suković were sent to pre-trial detention.
Alongside fugitives Sandera and Nuo Stanaj, Andrija Petanović, Abedin Pepić, Vukot Vujošević, Veton Berishaj, Đok Lješković, and former secret agent Duško Golubović, currently detained, are suspected by the SDT of forming a criminal organization and engaging in ongoing cigarette smuggling activities.
