Refusal to Undergo Testing Leads to Fine and Motorcycle Seizure

Slobodan Vulanović, a suspended police officer from Kotor with ties to an organized crime group, was arrested last night after refusing to undergo a psychoactive substance test. He has also violated several provisions of the Road Traffic Safety Act, according to the Police Directorate (PD).
The PD reported that the motorcycle Vulanović was operating has been temporarily confiscated as he lacks the necessary documentation for ownership, registration, and licensing to ride it.
Additionally, the misdemeanor court has imposed a fine of 625 euros on Vulanović.
Reports from Vijesti indicate that Vulanović has connections to the fugitive police officer Ljubo Milović.
Milović has evaded Montenegrin authorities since July 2022, following an arrest warrant issued by the Special State Prosecutor’s Office (SDT) on suspicions of his involvement in a drug cartel linked to the Kavača criminal clan led by Radoje Zvicer.
The UP disclosed that Tivat police, in collaboration with officers from Bar, Kotor, Herceg Novi, and the Floating Unit of the Border Police Sector, conducted intensified prevention and enforcement activities in Tivat. This operation was aimed at monitoring traffic participants, with a focus on penalizing drivers suspected of alcohol or psychoactive substance use, along with members of organized criminal groups and individuals of operational interest.
“During this operation, 72 drivers were checked, all tested for alcohol presence. A total of 20 misdemeanor warrants were issued, and charges were filed against eight drivers for violations under the Road Traffic Safety Act,” the statement revealed.
Furthermore, five drivers were arrested, two for alcohol presence, two for psychoactive substances, and one for refusing the psychoactive substance test.
The announcement highlighted, “SV from Kotor, a suspended police officer connected to an organized crime group, has been detained for refusing to test for psychoactive substances and for several traffic safety violations. His motorcycle has been temporarily seized due to lack of documentation. He was fined 625 euros by the misdemeanor judge.”
Vukan Vujačić from Cetinje, classified as an operational interest in police records, was also inspected. He reportedly violated the ban on leaving the territory of Cetinje, and this was communicated to the officers in the Security Department of that city.
According to “Vijesti,” Dolores Stupar from Kotor, also listed as a person of operational interest, was arrested for driving under the influence of cocaine and alcohol.
The UP stated, “She received a single fine of 1,050 euros from the misdemeanor judge today.”
The agency mentioned that they are also keeping a watch on the operational interest individual JS, along with BB, who is associated with him.
