The situation in the ambulance escalated when the doctor was forced to perform the duty of a driver

The Tension in the Ambulance Heightened as the Doctor was Compelled to Take on Driving Duties

The situation in the Kotor Emergency Department has worsened, as a doctor has had to take on both the roles of ambulance driver and physician due to staffing shortages, according to an announcement from the Municipal Committee of the Democratic Party of Socialists (DPS) Kotor.

“Society’s growing carelessness, inefficiency, and lack of systematic solutions are inevitably reflected in the health system, particularly impacting the Emergency Medical Service, including the Emergency Service in Kotor. This service is becoming increasingly alarming in its state, with both citizens and the dedicated workers who strive daily to provide necessary assistance feeling the adverse effects. Emergency Service personnel in Kotor have long expressed significant dissatisfaction with their working conditions,” stated the DPS Kotor.

Furthermore, they noted that they had reached out multiple times to both the head of the Kotor unit and Vuk Niković, the director of the Emergency Medical Service of Montenegro.

“Despite the staff’s appeals and evident indicators of serious issues, no concrete actions have been implemented. In May 2025 alone, staff frequently worked day shifts without a doctor present, directly endangering the health and safety of citizens. The situation became critical when, on numerous occasions, a doctor was compelled to serve as both an ambulance driver and a medical provider. We must ask a crucial and concerning question: how can one person effectively drive a vehicle and administer medical care simultaneously? Is this working method safe, humane, and professional?” the DPS Kotor lamented.

The question also arises: do Kotor’s citizens deserve this treatment?

“Should the residents of a historically significant and tourist-friendly city worry about receiving professional and timely assistance during emergencies? On behalf of all employees who experience immense professional and personal strain, and all citizens who require adequate healthcare, we urge the director of the Emergency Medical Service of Montenegro to take immediate and effective actions to address the staffing crisis in Kotor’s Emergency Service. Additionally, we call on the Minister of Health of Montenegro to personally and responsibly engage in resolving this issue, as it pertains to the fundamental right of every citizen—the right to healthcare and safety,” the DPS Kotor statement emphasized.

This appeal is made not purely from a political standpoint, but fundamentally as concerned citizens.

“As individuals with close relatives, friends, and neighbors—often voters of other political beliefs—who are directly affected by this situation, this appeal transcends political affiliations. It is a human appeal, made in the interest of all Kotor residents. It is time for those responsible to acknowledge reality and implement urgent measures. Health cannot wait,” concluded the representatives of DPS Kotor.
