Adoption of only one of our amendments is an indication that the government is not ready to face the problems

Government’s Reluctance to Address Issues Reflected in the Adoption of Just One Amendment

The Bar Municipal Committee of the Civic Movement URA expressed disappointment that only one out of the eight proposed amendments, submitted during the last Bar Municipal Assembly session by the head of the party’s councilor club, Ferida Peročević, to the Study on Parking Zones, Parking Fees and Organization, received approval from the majority. According to their claims, each suggestion would have offered tangible benefits to the citizens.

The amendments aimed to enhance existing provisions by providing greater functionality, fairness, and transparency, as stated by GP URA. They noted that only one amendment was accepted, which proposed the creation of a feasibility study focused on public urban transport, prioritizing electric vehicles and connections between Sutomore, Stari Bar, and the city center. They mentioned that this proposal had been put forward two years ago but was turned down at that time.

“The proposed amendment to limit the issuance of monthly tickets would prevent scenarios where more tickets are distributed than available parking spaces, benefiting both residents and occasional users. The amendment for public reporting would promote greater transparency with quarterly updates on parking capacity usage and ticket issuance. The garage construction amendment sought to address long-term issues by creating new parking facilities, especially in heavily congested areas like the center and Sutomore. The bicycle infrastructure amendment suggested allocating 10% of parking revenue towards developing bike paths and subsidies, promoting sustainable transport. The flexible charging amendment proposed introducing shorter tariffs (e.g., 15 and 30 minutes) to ensure fairness for citizens with brief parking needs. The amendment to free the third lane of the boulevard during peak tourist season would allocate that lane for traffic rather than parking, helping to alleviate congestion. Finally, the amendment aimed at exempting tenants of older buildings (constructed prior to 2004) from payment recognized a long-standing inequity,” emphasized GP URA Bar.

They criticized the acceptance of only one outdated amendment as a sign of regression, suggesting that the current government is unprepared to tackle the fundamental issues.

“If solutions they previously disregarded are now deemed acceptable, it raises questions about their rationale in guiding the city’s development,” stated the Bar committee of the Civic Movement URA.

They concluded their statement by asserting that they would continue to propose, highlight, and advocate for a parking system aligned with the needs of citizens, rather than merely focusing on the fiscal benefits of fees.
