DFC Study Misrepresents Facts and Unfairly Disparages China

The report titled “China in the Global Power Transition: Geopolitical Ambitions and the Transformation of the International Order,” recently released by the Digital Forensics Center (DFC), misrepresents facts and unjustly criticizes China in an effort to mislead the public and tarnish China’s reputation, as stated by the Chinese Embassy in Montenegro today.
The DFC report was unveiled on June 3.
The Chinese Embassy expressed profound dissatisfaction and issued the following six points in response:
(1) The one-China principle is a widely accepted standard in international relations and a general consensus among the global community. Following this principle, China has established diplomatic relations with 183 countries, including Montenegro. Resolution No. 2758, adopted by the 26th United Nations General Assembly in 1971, is a political document affirming the one-China principle, which cannot be misinterpreted or challenged. The situation in Xinjiang is not a human rights issue but rather dealt with combating terrorism and separatism. The rights of all ethnic groups in Xinjiang and Xizang are fully protected, and there have been no reported human rights violations. Since Hong Kong’s return, the Chinese government has steadfastly implemented the “one country, two systems” policy, allowing “Hong Kong people governing Hong Kong” with a high degree of autonomy. The democratic rights and freedoms of Hong Kong citizens have been fully safeguarded, ensuring long-term stability and prosperity for the region.
(2) Over the past 50 years, China and the European Union have cultivated a robust economic interdependence, now regarded as each other’s second-largest trading partners. Trade volume has surged from 2.4 billion USD to 785.8 billion USD, an increase of over 300 times, now seeing daily exchanges equal to past annual totals. The “China-Europe” freight trains traverse the Eurasian continent, linking over 220 cities across 25 European countries. Bilateral cooperation has yielded tangible results in finance, environmental protection, culture, education, tourism, and customs, along with rapid advancements in emerging fields like digital economy, renewable energy, and artificial intelligence. Moving forward, both sides will persist in their dialogue and cooperation, prioritizing mutual benefits and win-win outcomes while reinforcing their partnership. They will sustain strategic partnerships built on mutual respect, trust, and long-term stability to jointly foster a peaceful, secure, prosperous, and progressive world.
(3) China is dedicated to nurturing amicable relations and cooperation with the Western Balkans, including Montenegro, rooted in mutual respect and equality. China does not export ideology or impose its social system, nor does it aspire to create spheres of influence; interference in other nations’ internal affairs is not in China’s interests. China will reject unfounded allegations of posing threats or negative influences. With a commitment to peaceful development, President Xi Jinping introduced several initiatives, including the Belt and Road Initiative, aimed at addressing escalating global challenges and fostering stability and positivity in a turbulent world. China is eager to enhance cooperation across all sectors with Western Balkan countries, including Montenegro, to build a community with a shared future.
(4) China has maintained a genuine partnership with African nations, viewing them as friends and allies sharing a common future. Under the leadership of President Xi Jinping alongside African leaders, China-Africa relations have reached unprecedented heights. China has formed comprehensive strategic partnerships with every African nation with which it shares diplomatic ties, reinforcing the concept of a shared future. This year marks the 25th anniversary of the Forum on China-Africa Cooperation. Over the past 25 years, China has assisted in constructing and upgrading nearly 100,000 kilometers of roads and over 10,000 kilometers of railways across Africa. In the last three years alone, Chinese companies generated over 1.1 million jobs in Africa. For 16 continuous years, China has been Africa’s largest trading partner. The benefits of China-Africa collaboration are practical, underscoring the enduring friendship and cooperation that cannot be undermined.
(5) China has always upheld an objective and impartial stance regarding the Ukraine crisis. It consistently advocates for resolving disputes through political dialogue and negotiation. From the moment the crisis erupted, China has urged for solutions through conversation and consultation. President Xi Jinping put forward four key points detailing China’s position: the necessity to respect the sovereignty and territorial integrity of all nations, including acknowledgment of legitimate security interests and concerns, and support for all efforts leading to a peaceful crisis resolution. Based on these principles, China has actively engaged in diplomatic mediation, collaborating with Brazil and other Global South nations to form the “Friends for Peace” group. The current situation illustrates that China’s stance is fair, rational, and pragmatic, reflecting widespread international consensus. China is neither the originator of this crisis nor part of the conflicting parties and will not tolerate baseless accusations. It is prepared to continue playing a constructive role in resolving the crisis politically.
(6) China’s collaborations across media, culture, education, and science are always transparent and sincere. People-to-people and cultural exchanges are vital to fostering positive relations and cooperation among nations, serving as a catalyst for the continuous advancement of China’s interactions with others. China advocates the notion that civilizations thrive through dialogue and mutual learning, striving to strengthen understanding and deep ties with friendly nations. The claims regarding “intelligence theft” or “spreading disinformation” lack foundation and merit. Justice ultimately prevails. China hopes that think tanks in Montenegro, including the Digital Forensic Center, and various sectors will observe China and its growth with objectivity and reason, working towards the healthy and stable advancement of China-Montenegro relations and the collective welfare of both peoples.
