Montenegro Strengthens Collaboration with Spain on Its European Journey
The Deputy Prime Minister for Foreign and European Affairs, Filip Ivanović, commenced his official visit to Madrid with a meeting alongside the first Vice Chair of the Foreign Affairs Committee of the Congress of Deputies of the Kingdom of Spain, Enrique Fernando Santiago Romero.
During their discussion, Deputy Prime Minister Ivanović articulated Montenegro’s foreign policy priorities, reaffirming the nation’s unwavering commitment to EU membership as a strategic national goal. He updated his Spanish counterpart on the progress made in the EU accession journey, noting that Montenegro has achieved several significant milestones since 2023, including receiving a positive IBAR. He specifically highlighted the importance of Spain’s support during its presidency of the EU Council.
Santiago Romero reiterated Spain’s strong endorsement of EU enlargement and underscored that the Congress of Deputies is fully supportive of Montenegro’s integration into the European Union. He emphasized the necessity for ongoing reforms, particularly in the realm of the rule of law, stressing that the battle against corruption and organized crime is vital not only for democratic consolidation but also for sustainable economic development. He shared insights from Spain’s experience in this area, pointing to the need for developing strong preventive mechanisms.
Deputy Prime Minister Ivanović addressed Montenegro’s internal reform agenda, indicating that combating corruption and reinforcing the judiciary are paramount domestic priorities. He highlighted tangible results, including improved working conditions within the judiciary and ongoing efforts to ensure accountability under the law. He stressed that the rule of law directly influences investment flows and overall economic performance, expressing optimism that Montenegro’s advancements will signal EU member states to enhance collaboration.
In this context, the significance of parliamentary diplomacy was emphasized as a critical tool for fostering trust and fortifying institutional ties. Deputy Prime Minister Ivanović informed his counterpart about the imminent formation of a parliamentary friendship group between Montenegro and Spain. Santiago Romero expressed his readiness to provide both technical and political support through collaborations with the relevant committees of the Spanish Congress of Deputies.
The two officials also explored global challenges, especially the situation in the Middle East. Deputy Prime Minister Ivanović reaffirmed Montenegro’s support for an immediate ceasefire and a two-state solution. They also discussed areas of mutual interest such as tourism, energy, and infrastructure. Ivanović pointed out that tourism constitutes about 25% of Montenegro’s GDP, noting the government’s active pursuit of economic diversification and learning from Spain’s experiences in developing tourism infrastructure and services. Santiago Romero offered cooperation in vocational training and knowledge sharing.
The meeting wrapped up with discussions on the necessity of enhancing Montenegro’s administrative capabilities, both during the accession process and as a future EU member state. Santiago Romero confirmed Spain’s readiness to share expertise and continue supporting Montenegro’s institutions as they strive for full European integration.
