Delić and Keković Arrive in Spuž

Less than a year after avoiding arrest during Operation “General” and escaping Montenegro, Budva resident Ivan Delic (55) was extradited from Dubai and placed in Spuž Remand Prison yesterday. Alongside him, a man from Podgorica, Aleksandar Keković (34), alias Arkan, was also handed over to Montenegrin authorities.

The extradition was conducted under stringent security protocols; Montenegrin police, in collaboration with their counterparts in Dubai, received Delić and Keković at the airport after they were transferred by that country’s SWAT team.

The Police Department stated, “This operation was executed with maximum confidentiality and a high level of security, overseen by elite tactical units, including the Special Police Unit of Montenegro, throughout the mission.” Delić and Keković were transported to a police vehicle in Podgorica around 15:30 PM.

Subsequently, they were interrogated by the investigating judge of the Higher Court in Podgorica, who ordered their detention.

Both Delić and Keković are identified as high-ranking members of an organized crime group, although the statement did not specify which group; they are implicated in cases filed by the Special State Prosecutor’s Office regarding the Kavač clan.

The Police Directorate affirmed their commitment to a robust and decisive fight against organized crime: “Particularly focusing on crimes associated with organized crime groups, clarifying serious crimes, identifying and arresting internationally sought individuals, including key leaders and members of these groups, dismantling organized crime networks, and establishing necessary conditions for enhanced security and law enforcement.”

In addition, they urged the Higher Court in Podgorica to avoid premature media communications that could compromise high-stakes operations.

“Such disclosures can undermine operational strategies, and the foremost priority is ensuring the safety of those subject to official measures, the police personnel involved in the operations, and citizens who may face risks,” remarked the Police Department, under the leadership of Lazar Scepanovic.

This statement followed confirmations from the Higher Court regarding the anticipated extradition of Delić and Keković.

The Police Department noted that a red Interpol warrant was issued for the Budva resident based on a directive from the Higher Court in Podgorica.

“This warrant is related to ongoing criminal proceedings stemming from substantial evidence suggesting that he committed the offenses of forming a criminal organization and two counts of unauthorized production, possession, and distribution of narcotic drugs, suspected to have occurred on a transnational scale. We remind you, ID is part of a broader organized crime ring revealed and dismantled during the international case codenamed ‘General’, which includes leaders and key members from various organized crime groups operating internationally,” the statement elaborates.

Ulić and Zvicer are identified as heads of this criminal network, accused of trafficking approximately 2.5 tons of cocaine, comprising even convicted prisoners, such as Damir Mandić, along with figures from the infamous “America” clan, active since the 1970s…

Besides Delić, Zvicer, who evaded capture on July 17, 2024, Leon Drešaj from Tuzi, and Beranac Vuk Vulević are also noted.

In security circles, Operation “General” has been regarded as a significant blow to the mafia, particularly due to the high-profile names on the list of nineteen suspects involved in transnational cocaine trafficking.

The SDT and the Special Police Department (SPO) collaborated extensively with the European Union Agency for Law Enforcement Cooperation (EUROPOL), the Federal Bureau of Investigation (FBI), the US Drug Enforcement Administration (DEA), and the Australian Federal Police (AFP) over several months for this operation.

Delić’s Shadowy History

Delić has been associated with dark stories in newspaper columns for nearly two decades; he has been implicated in various serious offenses but has faced no convictions.

Last year, Vijesti reported that shortly after the murder of Duško Jovanović, an official memorandum was submitted to the then Minister of the Interior, indicating that secret agents had visited inmate Vulević several times at Spuž Correctional Facility, alongside Dusko Golubovic, Zoran Lazovic, and Delić, Mandić, Duško Raspopović, and Armin Musa Osmanagić.

“In our conversation, I indicated Ivan Delić as the murderer, receiving this information shortly after Jovanović’s murder from a police source. It was reported that on the critical night, Ivan Delić was observed driving near the Faculty of Law and the Čelebić building around 11 PM. I hereby request appropriate measures be taken and to be informed about the investigation’s progress,” states an official note from November 24, 2004, by the then security advisor of the Institute for the Execution of Criminal Sanctions, Vladan Pavićević.

Shortly after, Delić denied these allegations, asserting through his legal representative that he was in Great Britain during the time surrounding Jovanović’s murder, claiming that he had not visited anyone at ZIKS.

He has been linked to the killing of former Federal Minister of the Interior of the FRY, Pavle Bulatović, in Belgrade, with the parents of Marija and Daria Šurine accusing him of their murders in 2003.

Delić has denied any involvement in these crimes.

Years ago, the media reported that he was part of the so-called Zemun clan. Sretko Kalinic testified that Delić was the intended target outside the Budva café-bar “Palma” when a man from Nikšić was mistakenly killed on August 11, 2008, named Goran Pejović (28).

Multiple assassination attempts on Delić occurred near Trojica above Kotor and in Sveti Stefan.

Who is Keković?

Aleksandar Keković, hailing from Podgorica, was also sought based on a Higher Court order, and an international arrest warrant was issued against him to facilitate criminal proceedings—for reasonable suspicion of creating a criminal organization, causing general danger, and illegal possession and carrying of weapons and explosives in connection with the offense of causing general danger.

Keković is suspected of being part of a police drug cartel orchestrated by Zvicer and a fugitive officer, Ljubo Milović.

According to the indictment, on January 27, 2020, he allegedly placed explosives at the “Štrudla” bar in downtown Podgorica at Milović’s behest.

The SDT claims that Milović constructed an explosive device containing 500 grams of trinitrotoluene, a detonator cap, and a slow-burning fuse. He then instructed Miloš Mišurović to recruit perpetrators, which they claim was done by individuals Mladen and Aleksandar Keković.

Keković has faced several arrests for bombings and possession of illicit weapons. He received a five-month prison sentence for voting coercion during the lead-up to the 2014 local elections in Podgorica due to buying ID cards.

In March 2020, Keković suffered severe injuries from a bomb explosion. Police sources disclosed to Vijesti that on March 3 of that year, he rented a Renault from a Podgorica agency; the following day, the bomb detonated as he tried to enter a parked vehicle in which his friend from Škalja, Đorđe Bozović, was seated as the passenger, who tragically lost his life in the blast.
