A group of employees at Radio and Television of Montenegro (RTCG) has submitted a complaint to the Protector of Property and Legal Interests of Montenegro. They are requesting a procedure to determine the amount Boris Raonić, who was illegally elected as Director General of RTCG multiple times, must repay to the Montenegrin state, which funds RTCG through its budget.

“We suggest that you initiate proceedings to declare null and void the contracts that illegally elected Director General Boris Raonić concluded with the RTCG Council,” states the complaint, which was submitted to the media by Vujotić and signed by Srđan Čović, Časlav Vujotić, Tatjana Šuković, Mladen Vukčević, Danijela Popović, and Slaven Knezović.

The complaint asserts that “it is a known fact, as established by final judgments of the Higher Court, that Boris Raonić was illegally elected as CEO on two occasions: August 6, 2021, and June 1, 2023. This implies that he received his salary unlawfully at least until September 1, 2024.” He subsequently faced a third election, which is likely illegal, with ongoing court proceedings.

“This suggests that Raonić signed a contract, based on an illegal decision by the RTCG Council, allowing him not only to earn a salary based on a coefficient of 20.75 but also an additional three average salaries at RTCG. The rules regarding these extraordinary effects remain ambiguous, leading to questions from the DRI about their definition and kind—adding to Raonić’s regular income and increasing his salary to the highest in the country at that time, despite his role requiring adherence to the law. Additionally, he repeatedly made legally dubious decisions that faced annulment in court,” the complaint highlights.

The document indicates that Raonić accumulated at least 36,000 euros gross over 80 months in earnings not aligned with legal standards.

“This amount exceeds his salary per the collective agreement, which applies to everyone aside from his management team, operating outside the Salary Law provisions for the Public Sector,” states the application.

The report also references findings from the State Audit Office: Report Number: 02-035/25-396/3 Podgorica, 03.02.2025, which critiques the RTCG’s salary regulations. Specifically, the report points out, “The Regulation on salary increments for performance does not specify who evaluates, proposes, or approves raises based on performance for the General Director, the Director of Radio Montenegro, the Director of Television of Montenegro, and the Director of Online Media, leaving the status of this recommendation unaddressed.”

“Furthermore, the RTCG Employees’ Union highlighted, amid various misunderstandings and information manipulations during negotiations over the new Collective Agreement, that the Ministry of Finance provided a critical insight into RTCG’s uncontrolled financial flows: ‘We did not receive clarification on what basis the General Director and Assistant General Directors receive salary supplements, i.e., whether it is an addition to the basic salary or a variable salary part. Given that in these instances the supplements exceed the basic salary, such salary determination undermines the established salary system and Collective Agreement coefficients, violating the principle of transparency.’ Accurate data required for decision-making is available in court documents, DRI and ASK reports regarding Raonić’s public official income, and on the RTCG portal containing Raonić’s disputed contracts,” the RTCG employees’ group’s application concludes.
