License plates arrive within the legal deadline

Numerous citizens express frustration over the long wait for license plates, with some claiming they’ve waited over a month to collect theirs.

The Ministry of Internal Affairs (MUP) insists that the supply to regional units is consistent, noting only “isolated instances of complaints.”

“There were certain technical challenges unrelated to the supply of license plates to regional units, and while citizens reported delays, investigations showed that legal timelines were adhered to,” the Ministry of Interior informed “Vijesti.”

Citizens speaking to “Vijesti” argue that acquiring license plates frequently exceeds a month, whereas the Ministry of Interior asserts all requests are managed per the Law on Administrative Procedure and the Law on Traffic Safety. Under these regulations, the processing timeframe is set at 30 days, allowing drivers to use a certificate from the Ministry while awaiting their plates.

“All regional units and branches managing civil status and personal documents operate within these timeframes,” the Ministry of Interior states, highlighting that Article 271 of the Traffic Safety Law permits the issuance of a certificate that allows vehicle operation for up to 30 days from its issuance date.

Currently, the Ministry of the Interior reports that the Podgorica Regional Unit is processing about 380 applications for the registration of motor vehicles and trailers.

“It’s crucial to note this number fluctuates daily, as citizens submit and resolve requests continuously,” the Ministry’s response elaborates.

When questioned about whether the contract for license plate procurement had lapsed without a new one, the Ministry of Interior confirmed a framework agreement was established with the Polish firm “UTAL SPOLKA Z OGRANICZONA ODPOWIEDZIALNOSCIA” and the domestic company “PLAT” based in Podgorica. This agreement spans two years, with the first year’s contract finalized on June 14, 2024.

The Ministry specified that following the conclusion of the second-year procedural agreement, a new batch of license plates is anticipated.

The procedure for the second-year contract was announced on the CEJN portal on June 16th of this year, with bid openings set for July 2nd, as noted by Danilo Šaranović.

“The financial estimate for the second-year framework agreement was reported at 490,909.09 euros, excluding VAT, for a one-year period,” the Ministry of Interior detailed.
