Public Forum on the Draft National Energy and Climate Plan

The Ministry of Energy and Mining of Montenegro has released a Public Call inviting participation in the public debate regarding the Draft National Energy and Climate Plan (NECP). This plan is set to play a crucial role in shaping the future of energy development and climate strategy in Montenegro.
According to the ministry, this document holds strategic significance for our country’s energy transition, obligations stemming from negotiating chapter 27, and enhancing environmental protection and climate resilience.
“The NECP will steer investments, EU funding, and the collaborative efforts across vital sectors—ranging from energy and transport to industry, agriculture, and waste management,” the announcement states.
The ministry underscores the need for an inclusive approach, urging individuals with knowledge, experience, and ideas to participate in refining this document.
“We invite institutions, local governments, the professional and academic community, the business sector, and civil society to engage in the discussion and provide their comments, proposals, and suggestions,” the statement adds.
Minister Admir Šahmanović emphasizes the necessity of an open process with public input to ensure quality decision-making.
“Energy and climate policy is not solely a governmental responsibility; it is a collective duty. Therefore, I urge all stakeholders, particularly non-governmental organizations, to take this opportunity to help formulate a realistic, ambitious, and equitable plan,” Šahmanović remarked.
Comments, proposals, and suggestions are welcome until August 6, 2025, and can be submitted in writing to the Ministry’s address (Rimski trg 46, Podgorica) or electronically via the following email addresses: ljiljana.maksimovic@meir.gov.me, nikola.vujosevic@ee-me.org.
“All submissions must be made using Form 4, which can be found in the Regulation on the Conduct of Public Discussion, available for download on the Ministry’s website www.gov.me/meir or the e-government portal. Once the process concludes, the Ministry will release a Report on the Conducted Public Discussion, summarizing the feedback received and reflecting how it influenced the ongoing development of the plan. Montenegro has the opportunity to align its energy and climate strategies on a foundation of long-term sustainability. Thus, it is essential that this plan emerges from our collective effort, knowledge, and vision,” concludes the statement from the Ministry of Energy and Mining.
