Parliament Considers Initiative to Dismiss Mandić; Revisits Agreement with UAE

Members of the Montenegrin Parliament are set to deliberate today on the proposal from a faction of the opposition to remove the Speaker of the Parliament, Andrija Mandić.
The motion for Mandić’s dismissal was submitted to the parliamentary process by caucuses of the Democratic Party of Socialists (DPS) and the Social Democrats (SD).
These parliamentary groups indicated that since the formation of the 28th convocation of the Assembly, its integrity has faced continuous degradation.
Andrija Nikolić, the head of the DPS Parliamentary Group, stated that within a span of less than two years, numerous issues have emerged, suggesting that Mandić is unfit to continue as the President of the Assembly.
He further elaborated that Mandić has maintained silence regarding an attempted aggravated murder involving his nephew, Danilo Mandić, who is also part of his security team.
“The Speaker has not addressed citizens’ concerns about how someone considered a security risk can be part of his security detail,” Nikolić remarked.
Additionally, the Parliament is expected to vote on the draft Law to Ratify the Agreement on Cooperation in Tourism and Real Estate Development between Montenegro and the United Arab Emirates (UAE).
On April 23, the parliament swiftly adopted laws validating agreements related to economic cooperation in tourism and real estate with the UAE.
This vote was crucial for these agreements, signed by Prime Minister Milojko Spajić on March 28, to come into effect.
Montenegrin President Jakov Milatović ratified the Agreement on Economic Cooperation at the end of April, but he sent the tourism and real estate development agreement back to Parliament for further review.
Key concerns include deviations from constitutional guidelines regarding free competition and equal market conditions, as well as the suspension of Montenegrin laws related to public procurement, public tenders, and state property, while also suggesting amendments to other Montenegrin laws to implement the Agreement.
Also scheduled for discussion in tomorrow’s session is the Proposal for a Decision regarding the deployment of Montenegrin Army members to the European Union Military Assistance Mission in Support of Ukraine, along with a proposal to extend the Inquiry Committee’s mandate.
