Modalities, Procedures, and Guidelines (MPGs) for Monitoring, Reporting, and Verification
The Ministry of Ecology, Sustainable Development, and Northern Region Development successfully hosted a workshop titled Presentation of the Modalities, Procedures, and Guidelines (MPGs) for the Monitoring, Reporting, Verification, and Evaluation (MRV-E) System for Climate Change Data, which took place on Tuesday, 8 July 2025, in the ministry’s amphitheater.
The MPGs were crafted during the implementation of the project “Strengthening the Montenegrin Nationally Determined Contribution (NDC) and actions to enhance transparency via the Transparency Capacity Building Initiative (CBIT),” which received financial backing from the Global Environment Facility (GEF) and technical assistance from the United Nations Development Programme (UNDP).
The workshop aimed to highlight essential elements for establishing and improving the MRV-E system in mitigation, adaptation, and climate finance, placing particular emphasis on national methodologies, legal frameworks, and gender perspectives. Participants actively engaged in discussions, sharing insights and recommendations for the next steps in the system’s implementation. A strong focus was placed on the guidelines created for this sector, which will provide a foundation for transparent and consistent reporting by the institutions involved in the MRV system.
Ms. Ivana Grujić, Director of the Directorate for Climate Change and Sustainable Development, opened the workshop, emphasizing the significance of the MRV-E system in promoting transparency and enhancing institutional collaboration.
Project Manager Ms. Jovana Drobnjak showcased the accomplishments achieved thus far through the CBIT project implementation, alongside key actions planned to bolster institutional capacities and transparency in climate reporting.
Attendees were introduced to targeted methodological approaches and institutional procedures for data collection, processing, and reporting in climate change, focusing on legal hurdles and the need for capacity building across three main domains.
In the session concentrated on mitigation, presentations were made by Prof. Dr. Mira Vukčević, a national expert on mitigation; Ms. Milena Boričić, a legal expert; and Ms. Sanja Elezović, a national expert on gender equality and inclusivity within climate policies. Mr. Đorđije Vulikić, a national expert on adaptation, discussed methodologies related to climate adaptation sectors. In the climate finance segment, Prof. Dr. Gordana Đurović outlined national obligations and potential funding sources through both international and domestic avenues.
The MPGs presented will enhance understanding of climate finance flows and enable more accurate reporting in accordance with international standards—thereby further strengthening transparency and coordination among the institutions involved in the MRV-E system.
