House Arrest After a Bullet Is Found in the Barrel

The prosecutor from Kotor has only requested a supervision measure for Budva resident Ilija Racanović (35), allegedly linked to the Kavač clan. He has been arrested for the second time since February, this time for the illegal possession of a firearm, specifically a gun with a bullet loaded in the chamber.
Upon their request, the investigating judge at the Basic Court in Kotor could only impose house arrest on him, which was carried out.
Racanović was apprehended on May 23 in Budva. Earlier, in February 2025, he was arrested in Pljevlja alongside four affiliates of an organized crime group, during which two firearms—pistols with removed serial numbers—were discovered in their possession.
The Police Directorate announced yesterday that Racanović is a repeat offender for illegal weapons possession.
“This morning, officers from the Budva Security Department brought IR (35), a member of an organized criminal group, before the investigating judge of the Basic Court in Kotor, who, upon the proposal of the pertinent state prosecutor, has placed a ban on him from leaving his residence. IR was previously taken into custody on May 23, 2025, as part of heightened measures to monitor operationally significant individuals and members of organized crime groups, to prevent and suppress criminal activities and violence, and to locate illegally possessed weapons. During this targeted operation against several members of organized crime, a firearm, a Beretta pistol with a bullet in the chamber, along with eight pieces of ammunition, was recovered,” the police statement detailed.
They reiterated what was announced on the day of Racanović’s arrest, noting that three other individuals were also scrutinized during a targeted inspection of a catering business in Budva: KR (33) from Podgorica, Ž. K. (25) from Cetinje, and NP (26) from Cetinje.
“In conjunction with the same targeted efforts in the vicinity of the establishment, they also monitored PP (18) from Budva, who has close ties with individuals of operational interest and members of organized crime groups. Additionally, two vehicles belonging to these individuals were confiscated for further examination.”
