Government formed in Herceg Novi, Konjević president of the Municipal Assembly

The head of the “Stevan Katić – We Know Each Other by Deeds” list, Stevan Katić, along with Miloš Konjević from the “Novska lista – Our city, our ship!” list and Ivan Otović from the coalition “For the future of Herceg Novi and Boka (New Serbian Democracy, Democratic People’s Party, True Montenegro, and United Montenegro),” finalized a post-election coalition agreement today regarding the governance and power structure in Herceg Novi.

According to the local administration’s announcement, the signatories have agreed that the local government in Herceg Novi will be organized and function based on key principles, including establishing a democratic and accountable government, adhering to legality and the rule of law, serving the interests of all citizens, promoting transparency and public engagement in governance, fostering a depoliticized local self-government, maintaining a zero-tolerance policy towards local corruption, and ensuring citizens’ rights to local self-governance in alignment with the European Charter on Local Self-Government, while also valuing Herceg Novi’s civic, tourism, historical, and cultural heritage.

The accord stipulates that the party with the most mandates will receive the Mayor’s position, followed by the second party awarded the Assembly President role, and the third party the Vice-President of the Municipality position.

During the first constitutive session of the Herceg Novi Municipal Assembly, in which 32 out of 35 councilors participated, Miloš Konjević was elected as the new president of the local parliament, receiving 23 votes in favor, nine abstentions, and one dissenting vote. Konjević previously held the Vice President position for two terms.

This session marked the official end of Ivan Otović’s term as Municipal Assembly President and Dragana Stanišić’s as Vice President.

Miloš Konjević took his oath and expressed gratitude for the trust placed in him. He acknowledged this was his fifth election as a councilor and emphasized the importance of this role, calling it a “sacred home” for him, as stated on the Municipality’s website.

“In 2012, I entered this hall filled with respect and a sense of duty, considering the great leaders of our city from the past. At that time, I represented the first historic term of a local party, which is witnessing another significant day today, as our first member of the Municipal Assembly is being elected from its ranks. Over my thirteen years as a councilor and as Vice President, I have experienced every facet of governance and opposition, receiving praise and facing criticism alike,” said Konjević.

He further emphasized that his aim is to transform the Municipal Assembly into a forum for democratic dialogue and sound decision-making for the residents of Herceg Novi.

“I aspire for our citizens’ voices to resonate more strongly, which will only occur if we undertake our responsibilities earnestly and open the doors of our house and councilors’ clubs to all Novi citizens. I assure you that, as the President of the Assembly, I will work diligently and honestly, always striving to be a deserving representative of my beloved city. I owe this to all of you who have placed your trust in me, to every citizen of Novi, and to our future generations. Long live Herceg Novi,” stated Konjević.

During today’s session, presided over by Nebojša Kaluđerović, the oldest councilor of the new local parliament, the Report of the Herceg Novi Municipal Election Commission regarding the elections held on April 13 was also approved, resulting in the election of 35 councilors.

The election data revealed that 25,603 voters were registered, with 12,879 participating at polling stations and 312 voting by mail. Overall, 13,191 votes were cast, out of which there were 251 invalid ballots and 12,940 valid ones.

In the April elections, Katić’s list secured 12 seats, followed by Novi List with 10 seats, and both “For the Future of Herceg Novi and Boka” and the Democratic Party of Socialists with five seats each.

Additionally, the European Union, URA, and the Civic Movement “Idemooo!” each acquired one mandate during these elections.

The Bokeški Forum and the SNP did not meet the threshold for seats.
