Proposed technical budget rebalance

Proposed Adjustment to the Technical Budget

During today’s meeting, the Government, upon the proposal of the Ministry of Finance, approved Amendments to the Law on the Budget of Montenegro for the current year, aimed at achieving technical harmonization.

The Ministry of Finance indicated that these changes involve the adoption and implementation of new amendments to the Regulation on the Organization and Mode of Work of State Administration, along with technical corrections in both the current and capital budgets.

“The proposed budget rebalance is intended to ensure the continuous financing of all spending units,” the statement noted.

This Regulation establishes new spending units formed by assuming responsibilities along with civil servants and employees who previously handled these tasks, as well as the equipment and official documentation being transferred. Specifically, the Ministry of Public Works will take over from the Capital Projects Administration, and the Ministry of Energy and Mining will take over from the Ministry of Mining, Oil and Gas and the Ministry of Energy.

“Consequently, the new ministries, having assumed responsibilities from existing spending units, have shifted funds in line with their new obligations, ensuring that any remaining or unspent funds were also transferred,” the statement elaborated.

Furthermore, the Ministry noted that the technical corrections within the current and capital budgets will not impact the overall budget outcome, meaning they will not significantly alter the initially projected revenues, total expenditures, or deficit.
