Laković Unveils the Just Transition Plan

The Pljevlja Coal Mine (RUP) hosts multiple departments, each with the capability to operate independently in the market, as reported by the company’s executive director, Nemanja Laković.
“Our construction division is consistently securing contracts through tender processes with EPCG, the Eco Fund, and the Municipality of Pljevlja, showcasing its market potential,” stated Laković while discussing the Business Transformation initiatives under the Just Transition Plan, a key focus at this year’s international energy symposium, EPCG NET 2025.
According to RUP, he emphasized significant projects and strategic directions intended to diversify operations and enhance the company’s market competitiveness.
A major advancement was achieved with the refurbishment of the asphalt base plant in Židovići, which is now fully prepared for the construction season and creates 20 new jobs. In the renewable energy sector, RUP has begun the process to secure UT conditions for a 50 megawatt (MW) solar power facility, and the technical documentation for the Durutovići small hydroelectric power plant has been finalized.
“In compliance with legal requirements for land recultivation, RUP plans to recultivate 35 hectares of land this year, a significant increase compared to the last 15 years. By relocating the open-pit mine from the city center and adjusting the course of the Ćehotina river, a new urban zone is being developed, aimed at establishing a business and tourist center, with discussions already initiated with prospective investors,” Laković remarked.
Though the transformation is progressing rapidly, shutting down the RUP system and the Pljevlja TPP isn’t a near-term prospect, as they are critical components of Montenegro’s energy stability. Simultaneously, the Transition Plan promotes sustainable community development through green and innovative initiatives.
The international symposium, EPCG NET 2025, gathered approximately 250 participants from 17 countries, including leading experts in renewable energy, just transitions, energy efficiency, energy storage, and new technologies.
