Group Convenes Around Officer Mišurović Over Cigarette Smuggling: Duško Monitors Every Truck

DUsko Golubovic is allegedly in control of all trucks departing from the Bar port with illegal cigarettes, as stated by a participant in this illicit operation, who expressed concern that the former secret agent might jeopardize the criminal network he collaborates with.

Members of this group communicated about it via the previously secure Sky phone application, noting that Golubović is responsible for transporting “Marble” cigarettes from a warehouse at the Bar port for “Siptar”.

A faction associated with officer Miloš Mišurović has been persistently discussing the specifics of this arrangement throughout 2020, uncovering which criminal factions are “taking” tobacco articles from the Bar port warehouse.

Within this dialogue, they refer to the so-called Grand and Golubović clans, clarifying that while they operate in the same illicit sphere, they do so independently rather than collaboratively.

Golubović was apprehended on May 9th in a special operation executed by the Special Police Department.

The Special State Prosecutor’s Office has accused this retired officer of laundering funds acquired through cigarette smuggling.

An individual identified as Vlado, who used the alias KK on the Sky app, expressed to Mišurović his fears regarding their driver Hot, who trembles at the thought of Golubović and is also frightened by him.

On October 27, 2020, he urgently requested a meeting with Mišurović, citing the alarming factor: “I’m slightly concerned about this driver of mine due to Duško Golubović. Duško claims he oversees all trucks from the port and is monitoring the routes they take,” he messaged Mišurović.

Mišurović, known on Sky as Globus, responded by asserting that Golubović must be informed to maintain such oversight:

“Well, that’s part of his job, brother. But to monitor effectively, he needs information. Let the driver perform his duties if he desires. We’ll manage ours,” he commented.

They then disclosed the driver’s identity, and KK informed the officer that, although Žarko was present in the “mushroom”, he hadn’t divulged to that associate about their coordination, instead mentioning that the “basketball player” was extracting his cigarettes…

Referencing his companion’s anxiety about Golubović, Mišurović conveyed:

“I have done everything within my power”…

Both parties also engaged in discussions about cigarette smuggling through a group chat where smugglers concealed their identities with aliases such as Pauk, Hibiki, Tito, and Falcon.

As the year 2020 drew to a close, they were assessing the feasibility of safely extracting cigarettes from the Bar port warehouse amid shifts in national circumstances.

“None have been worse than these; they’ve made it impossible for anyone to make a living. It’s crucial that we circumvent the police and customs; these associates of mine are certainly disbanding now… They were loyal to the president, as this current crisis rests on Zoran, while formally overseen by the Police Directorate… Montenegro has never experienced such scoundrels and thieves, and they are fortunate, as their sons are now influencing us,” Mišurović noted on December 4.

The following day, right after the government led by Zdravka Krivokapića was established, this criminal contingent noted that the “Grand” faction also expressed fear regarding the cigarette situation at the Bar port, leading them to instruct their operatives to stop protecting the warehouses…

On that day, Hibiki indicated that he felt it was their moment to engage in this illicit activity, to which Mišurović added:

“I’m meeting with someone from the new government on Tuesday, brother; I’ll find out what he has to say.”

Later that day, Hibiki further communicated with the team, revealing that Golubović had extracted some cigarettes from the warehouse:

“Marble went out a few days ago; I received the notification too. That’s the predicament Duško Golubović is causing.”

Arrest and Investigation

Golubović was taken into custody on May 9th at the direction of the Special State Prosecutor’s Office.

At the request of the prosecutor’s office, his and his family members’ valuable assets in several Montenegrin cities were frozen on the same day he was apprehended.

This action was taken as special prosecutors, alongside their criminal inquiry, were also pursuing a financial investigation against the suspect for the crime of money laundering.

Within the investigation against the retired security guard, who is suspected of diverting millions in cash from the illegal cigarette trade into legitimate channels, Montenegrin investigators uncovered a portion of the evidence through correspondence on the previously secure Sky application and information acquired from international services, as previously reported by “Vijesti.”

The long-time secret agent, however, before the special prosecutor Tanjo Čolan Deretić, declared that he had never used an encrypted platform, as mentioned by Golubović’s defense counsel, attorney Velibor Marković, post-questioning.

Marković emphasized that his client denies any involvement in criminal activities: “Golubović stated that he has no connection to any unlawful conduct. He asserted: ‘If they find even a single event, action, date, call, or message, Montenegro need not judge me; I will condemn myself. But it simply does not exist,” the lawyer conveyed Golubović’s defense.

He confirmed that the prosecutor’s detention order references correspondence from the Sky application, but Golubović asserted he had never utilized that platform, further noting he was unaware if anyone else had mentioned it in any regard.

Marković also indicated that the former operative of the National Security Agency (ANB) and the Police Directorate (UP) denies any connection to criminal enterprises.

He highlighted that documents from the Police Directorate and the Prosecutor’s Office “merely arbitrarily assert the existence of a criminal act involving cigarette smuggling, lacking the intrinsic characteristics of that crime.”

After being interrogated by an investigative judge, Golubović was placed in custody for a maximum of 30 days.

This decision was made by Judge Goran Scepanovic, who ordered his detention in the Remand Prison due to the potential flight risk and the possibility of influencing witnesses.
