Baker: Montenegro Stays Dedicated to Reforms and Pursuing EU Membership

Montenegro is firmly dedicated to pursuing reforms and achieving membership in the European Union (EU), as highlighted in a recent meeting between Minister of European Affairs, Maida Gorčević, and Helen Baker, Director General for European Cooperation at the Dutch Ministry of Foreign Affairs.
According to the Ministry of European Affairs (MEP), Gorčević and Baker discussed Montenegro’s progress in European integration, future reform plans, and the broader regional and bilateral context regarding the enlargement process.
Gorčević affirmed that Montenegro’s path toward Europe is unmistakable, emphasizing that there is no uncertainty regarding the country’s strategic direction.
“We will do everything necessary to achieve the goals we have set for ourselves, and we believe that Montenegro can be the next EU member,” she stated.
Baker commended the determination of Montenegrin authorities in her remarks.
She noted that the Netherlands values Montenegro’s ambitious approach and commitment to reforms and reiterated ongoing support, provided Montenegro continues to deliver results and progresses based on merit.
Baker stressed the importance of meeting the obligations outlined in the accession process, viewing this as a crucial indicator of genuine societal progress.
She also acknowledged Montenegro’s alignment with the EU’s Common Foreign and Security Policy, reinforcing the country’s clear and consistent commitment to European values.
The meeting placed particular emphasis on the rule of law, according to MEPs.
Gorčević indicated that consistently strengthening the rule of law leads to significant and lasting transformations in society—enhancing trust in institutions, ensuring equality before the law, and establishing foundations for sustainable democratic and economic development.
She expressed hope that the forthcoming Rule of Law Report would be favorable and outlined the action plans recently adopted by the Government to close Chapters 23 and 24.
Gorčević noted that Montenegro is the first candidate country to receive a positive IBAR report and initiate the closure of the chapter, which has further galvanized European momentum in other Western Balkan nations.
The discussion also included Montenegro’s cooperation with the EU, with Gorčević highlighting excellent and consistent communication.
“We are pleased with our constructive dialogue with EU institutions and are committed to further strengthening it,” Gorčević remarked.
