Both Bidders for Airport Concessions Disqualified, Tender Commission Rules

The Tender Commission overseeing the concession process for Podgorica and Tivat airports has announced that, during the continuation of their previous session, it was determined that both bidders submitted technically compliant offers, paving the way for their evaluation.
“After both bidders achieved the minimum score requirements, and following additional consultations with the International Finance Corporation – serving as the advisor in this process, the Tender Commission concluded that the conditions for reviewing the financial proposals of both participants were satisfied,” states a report from the Government of Montenegro.
Moreover, it was noted that the continuation of the Tender Commission’s session is set for tomorrow, and the IFC (World Bank) consultant is expected to provide an analysis of the financial proposals by then.
“The commission will convene daily to finalize its tasks and prepare a proposal to be forwarded to the Ministry of Transport by the week’s end,” the statement further indicates.
Nik Đeljošaj, the Deputy Prime Minister and Minister of Economic Development, who also chairs the Tender Commission, stated earlier today that the ranking list would be determined no later than the end of the week, subsequently relayed to the Ministry of Transport.
According to “Vijesti,” the tender commission responsible for the concession awarding for Podgorica and Tivat airports resumed its work today.
A source from “Vijesti” mentioned that before the official start of the meeting, Prime Minister Milojko Spajić participated in the online session, emphasizing the necessity for a decision on this tender.
Once the meeting commenced, he disconnected, as revealed by a source to “Vijesti”.
Two days prior, the Government approved the Tender Commission’s recommendation to extend the deadline for the report submission by one month, now set for July 9th.
Recent news reported that the Luxembourg-American firm “Corporación América Airports” (CAAP) intends to invest 319 million euros into the renovation of the airports in Podgorica and Tivat, which is 63 million euros more than the competing South Korean entity “Incheon International Airport Corporation” (IIAC).
