What assets do Montenegrin municipal leaders own?

What Assets Are Held by Municipal Leaders in Montenegro?

Last year, Montenegrin municipal leaders earned an average monthly salary ranging from 1,100 to 1,800 euros. Some possess firearms and are managing multiple loans.

This information is derived from their asset declarations available on the Agency for the Prevention of Corruption (ASK) website.

The Mayor of Podgorica, Saša Mujović (Europe Now Movement – PES), was appointed at the end of December last year. His asset records reflect his previous role as Minister of Energy under Milojko Spajić (PES), where he earned approximately 22,000 euros last year, alongside 5,390 euros for his involvement in the Privatization and Capital Projects Council.

Mujović holds a 25% stake in a 34-square-meter apartment and has 9,000 euros in his checking account. He owns shares in several companies, including HTP “Boka”, Institut “Simo Milošević”, Izbor Bar, Jugooceanija Kotor, and Crnogorski elektroprenosni sistem.

His spouse, Danijela, owns GP “Couture Center” and a 42-square-meter apartment, as well as inheriting meadows, pastures, and forests. She drives an “Audi Q5”.

The President of the Municipality of Bar, Dušan Raičević (Democratic Party of Socialists – DPS), earned a monthly salary of 1,575 euros last year. He owns a 71-square-meter apartment and has a 20% stake in a 167-square-meter inherited pasture, along with three cars and partial ownership in a company. His account balance is approximately 9,000 euros, complemented by a term savings deposit of 20,041 euros.

Raičević’s wife, Cherry, earned about 1,198 euros per month at the Bar Tourist Organization and drives an Audi Q3.

The Leader of Nikšić, Marko Kovacevic (New Serbian Democracy – NSD), earned a monthly salary between 1,386 and 1,483 euros last year. He owns an 800-square-meter meadow and a Renault Megane, allocating 25,000 euros for a monthly loan payment of 587 euros.

PROPERTY DECLARATIONS SHOW NO OWNERSHIP

The chief of Pljevlja, Dario Vranes (NSD), reported an income of 2,024 euros monthly but does not possess any registered movable or immovable assets in his name.

His wife, Marija, works as a pharmacist at the General Hospital in Pljevlja, earning 590 euros, and she owns a Polo car.

The Mayor of Cetinje, Nikola Đurašković (Social Democratic Party), reported a monthly income of 1,314 to 1,409 euros. As President of the Census Commission, he earned an additional 1,155 euros. He possesses a 112-square-meter apartment acquired through purchase and inheritance and is repaying two loans totaling 65,000 euros. He drives a Volkswagen Polo.

Mayor of Danilovgrad, Aleksandar Grgurović, earned 16,181 euros last year from various allowances, with his salary varying between 1,269 and 1,358 euros.

He earned 1,155 euros from his role in the Census Commission, 805 euros in damages, and 800 euros from a company’s income.

Grgurović holds a 25% share in inherited business premises, outbuildings, and yard, along with smaller portions of forests, pastures, and meadows. He has three vehicles: a “Volkswagen”, a “Nissan” car, and a “Kedi” cargo vehicle.

His wife, Jelena, is the owner of a 60-square-meter apartment for which she is repaying a 48,000-euro housing loan. She earned 7,640 euros at the Clinical Center of Montenegro last year and holds a 100% ownership share in a company.

The Head of Herceg Novi municipality, Stevan Katic (Democrats), earned 1,389 euros per month. As President of the Municipal Census Commission, he earned 1,155 euros, paired with 8,000 euros from tourism activities.

Katic owns a 95-square-meter apartment and a Nissan Qashqai, with a mortgage payment of 240 euros per month. He also holds 665 shares in Plantaže and 200 shares each in the Montenegrin Electric Distribution System and the Simo Milošević Institute.

His wife, Sandra, earned 1,951 euros monthly at an insurance company and drives a “Citroen C3”.

The first man of Šavnik, Jugoslav Jakić (DPS), earned between 1,246 and 1,367 euros last year, with an additional 1,155 euros as President of the Census Commission. He received 17,323 euros from agricultural subsidies, 1,636 euros from honey sales, and 800 euros from personal weapon sales.

His wife, Jelena, earned 16,800 euros last year and 330 euros from other work. She has a 73-square-meter apartment and is repaying consumer loans totaling 5,952 euros, along with 26,675 euros in a co-debtor loan with her husband.

ARMED WITH A GUN

The President of the Municipality of Ulcinj, Genzi Nimanbeg (Forca), who assumed office in May last year, earned around 23,000 euros from this role and as a local councilor. His highest salary for the first five months was 1,748 euros.

Nimanbeg owns a 140-square-meter inherited house with a 50% share and about 3,000 square meters of orchard.

His wife, Vahid, a school teacher and council member, earned 14,180 euros last year. She possesses savings deposits of around 30,000 euros and is repaying a 25,600-euro loan.

Nimanbeg also owns three vehicles: “Adriatik”, “WV Pasat”, and “Medlay Piaggio”, while his wife owns two: “Dacia Stepway” and “WV Tiguan”.

The Leader of Kotor, Vladimir Jokic (Democrats), reported earnings between 1,318 and 1,413 euros monthly until October last year, at which point he reported a drop to 600 euros. He earned 244 euros as President of the Kotor Area Management Council, yet has no registered real estate.

His wife, Milica, earned approximately 7,600 euros last year as a municipal councilor and drives a Toyota Aygo.

The first man of Tivat, Željko Komnenović (“The People Win”), earned around 20,000 euros last year from various allowances, with his income for the first eight months at 1,459 euros, increasing to 1,566 euros thereafter. Additionally, he earned 7,150 euros from rent and 2,072 euros from the Commission for Concessions at Podgorica and Tivat airports.

Komnenović owns a 70-square-meter business space and holds a small stake (3.83%) in the ownership of the Serbian House in Podgorica, along with 5,389 shares in the HLT fund. He is repaying a housing loan of 51,590 euros and has a cash balance of 2,500 euros. He drives a “Skoda Karoq”.

Ivana Komnenović, his wife, earned 12,427 euros last year as a professor at the Music School and owns several thousand square meters of pasture and forest.

The President of the Municipality of Andrijevica, Željko Ćulafić (Socialist People’s Party), earned 2,024 euros, with a salary range of 1,177 to 1,306 euros, and an additional 675 euros as a councilor.

His income also included agricultural activity earnings from a pig farm totaling 2,760 euros, 1,600 euros for purchasing gilts, and a refund premium of 5,600 euros.

Ćulafić declared a 27-square-meter business space, four vehicles, and two firearms (a Sako S20 Hunter carbine and a CZ P-10F pistol) acquired through purchase. He owns the legal entity DOO “Karamela”, has 48,000 euros in cash, and is repaying a cash loan of 25,000 euros with an installment of 598 euros. His remaining debt totals 26,334 euros.

His wife, Jelena, earned 5,850 euros last year, with her salary rising from 450 to 600 euros in October.

BAKIĆ’S LOAN REPAYMENTS

The first man of Berane, Djole Lutovac (PES), assumed office in February this year, so salary data for 2024 is unavailable. He reported a 2021 Ford Focus vehicle acquired via a gift agreement and is repaying two loans: a consumer loan of 5,000 euros (installment of 159 euros, remaining debt of 1,685 euros) and a microloan of 2,100 euros (installment of 123 euros, remaining debt of 1,355 euros).

The Leader of Bijelo Polje, Petar Smolović (DPS), earned 17,521 euros in total last year, with his salary ranging from 1,444 to 1,539 euros, in addition to earning 228 euros in interest on arrears.

He received 1,170 euros as President of the Census Commission and 2,940 euros for his role in the Council for Privatization and Capital Projects, with membership fees varying from 490 to 980 euros.

He holds a 61-square-meter apartment and a 12-square-meter garage acquired through exchange, a 92-square-meter apartment purchased by him, and a quarter share of an inherited road.

He also declared three firearms: the “Zastava CZ99 Luger 9mm”, “Glock 43 9mm”, and the hunting rifle “Franki Afiniti 12 GA”, all acquired through purchase.

He owns 5,000 shares in the Atlasmont fund and is repaying two loans: a housing loan of 82,608 euros (installment of 558 euros, remaining amount 82,587 euros) and a refinancing loan of 98,615 euros (installment of 666 euros, remaining debt 98,591 euros).

The President of the Municipality of Kolašin, Petko Bakić (Democrats), earned between 1,290 and 1,385 euros last year, with an additional income of 1,155 euros as President of the Census Commission. He owns two inherited houses of 74 and 38 square meters and a 50-square-meter house owning an 80% stake.

Bakić also inherits several thousand square meters of forests, orchards, and meadows, holds 20,000 shares in Eurofond and 190 in the Kolašin Ski Resort, and possesses two weapons: the “CZ 999” and the “Zastava Arms”.

He is repaying three cash loans amounting to 16,500 euros.

His wife, Nada , earned between 450 and 700 euros monthly, not disclosed where she was employed.

The President of the Municipality of Budva, Nikola Jovanovic (“Budva our city”), commenced 2024 at the head of the local parliament, from which he earned 11,568 euros (1,446 euros monthly) and received the same compensation as Deputy Mayor in December, along with a further 3,600 euros from councilor fees.

The first man of the tourism capital, elected in February this year, inherited parts of two forests totaling 6,434 square meters, a 761-square-meter field, three houses (22, 27, and 120 square meters), an orchard (5,629 square meters), two auxiliary buildings (16 and 56 square meters), a 500-square-meter garden, and an undefined 20-square-meter building, in addition to owning a 109-square-meter apartment he purchased.

He is repaying a housing loan of 70,000 euros (with an installment of 715 euros and a remaining debt of 55,168 euros).

His wife, Tijana, owns a 2018 Volkswagen Turan, which she purchased.

The leader of Tuzi, Lindon Dzhelaj (Albanian Alternative), earned about 20,000 euros from the municipality last year, along with 4,752 euros as an examiner in the examination commission. He holds 5,000 shares in “Trend”.

His wife, Arjola, as an independent advisor in the municipality, earned about 9,500 euros last year. They both drive Mercedes Benz vehicles.

The Mayor of Mojkovac, Vesko Delic (NSD), earned between 1,150 and 1,287 euros last year and is repaying a 17,000-euro consumer loan, driving an Audi.

His wife, Danijela, earned 450 euros monthly.

ASANOVIĆ RECEIVED TWO CARS AS A GIFT

The Leader of Rožaje, Rahman Husovic (Bosniak Party – BS), earned 1,643 euros monthly last year, owning a 264-square-meter house and a 450-square-meter plot. He reported having 7,800 euros in cash, is repaying a 15,000-euro loan, and owns 5,000 shares in Moneta.

The President of the Municipality of Žabljak, Radoš Žugić (Durmitorska Iniciativa), earned 1,281 euros last year, with an extra 1,155 euros as President of the Census Commission.

He owns a 92-square-meter house and is repaying a 34,317-euro housing loan and two consumer loans around 15,000 euros. He drives a Volkswagen Passat.

His wife, Bojana, earned 955 euros per month as a pharmaceutical technician.

The President of the Municipality of Plužine, Slobodan Delic (Socialist People’s Party), earned between 1,217 and 1,304 euros last year, with additional income from various commissions.

He owns an 81-square-meter apartment, a 50% share in an inherited house of 88 square meters, an auxiliary building (ruins) of 57 square meters, and several thousand square meters of forests, meadows, and pastures.

He is repaying a housing loan of 50,000 euros, while his wife is looking after a consumer loan of 25,000 euros.

His wife, Katarina, earned 830 euros monthly as a nurse. She owns a 50% share in a 20-square-meter outbuilding, a 500-square-meter yard, a 44-square-meter outbuilding, in addition to meadows and forests. She drives a Mitsubishi.

The firearms part includes a carbine.

The Leader of Gusinje, Sanel Balić (BS), earned 2,024 euros monthly, owning several thousand square meters of pastures and orchards while repaying a loan up to 20,000 euros.

His wife, Samra, an advisor at the Secretariat for General Administration, earned 833 euros monthly while driving a 2007 Tiguan.

The Mayor of the Blue, Nihad Canović (Social Democrats), earned 1,179 euros for the first nine months of last year, increasing to 1,260 euros thereafter. He earned an additional 2,502 euros from working on the development strategy for the North of Montenegro. His current account shows 28,924 euros, and he drives an “Audi Q5”.

The President of the Municipality of Petnjica, Samir Agovic (DPS), earned a monthly salary of 1,289 euros, with additional earnings from the board of directors of the Association of Municipalities and independent activities.

He owns a 108-square-meter inherited house, a 74-square-meter apartment purchased, and several thousand square meters of forests, meadows, and orchards. He has 5,000 euros in cash and holds 220 shares each in Jugopetrol and HTP Ulcinjska rivijera.

He possesses a “CZ M 70 A” pistol and drives a “Golf 5” vehicle.

The President of the Municipality of Zeta, Mihailo Asanović (Democratic People’s Party), earned between 1,259 and 1,340 euros during the first nine months of last year.

He earned 16,500 euros from farming, received two cars as gifts, and is repaying a consumer loan of 15,000 euros.
