Teacher Facing Trial for Drug Trafficking Charges

The suspended chemistry instructor Rados Raičević (41) is set to face trial for drug smuggling, as determined by the judge of the Bijelo Polje High Court, Dragan Dašić.
On April 25, Raičević received confirmation of the indictment from the Higher State Prosecutor’s Office in Bijelo Polje, based on reasonable suspicion of committing the crime of unauthorized production, possession, and distribution of narcotic drugs.
The resident of Berane was detained on December 26 at the Dračenovac border crossing, where authorities discovered approximately 20 kilograms of marijuana in the van he was driving.
According to evidence from the prosecution and court documents, the narcotics were concealed beneath the passenger seat and within the driver’s backpack.
Police and customs officers became suspicious upon noticing PVC packaging in the cargo area beneath a large bag, with chopped wood stacked on top, as explained by one officer during the proceedings.
He further detailed to the prosecutor that he and a fellow customs officer halted further actions upon spotting the PVC packaging; they secured the van, transported Raičević to the police premises at the Dračenovac border crossing, and awaited a search warrant.
“After securing an order from the investigating judge of the High Court in Bijelo Polje, drug inspectors from the Bijelo Polje Security Department, along with inspectors from the Rožaje Security Department and a crime scene technician, conducted a thorough search of the commercial vehicle… During the examination, multiple PVC packages containing narcotics were located under the front passenger seat and in front of the passenger’s feet, specifically in the area designated for the jack and wheel wrenches. Additionally, several PVC packages were found in R.’s backpack, which was on the passenger seat. In total, police counted 20 PVC packages,” the judge noted in referencing the testimony of police officer BA before the prosecutor.
A chemical forensic report from the Danilovgrad Forensic Center confirmed the presence of cannabis in all 20 packages, with a THC concentration exceeding 0.2 percent.
Additionally, it was noted that Raičević was questioned by the Higher State Prosecutor’s Office in Bijelo Polje, where he admitted guilt.
His defense lawyer emphasized at the confirmation hearing that the client had confessed to the crime:
“This admission facilitated an efficient and thorough investigation by the acting prosecutor’s office.”
“The court has determined that the evidence accumulated throughout the investigation is sufficient to support filing an indictment, and that it was obtained legally. This evidence raises reasonable suspicion that on December 26, in a ‘Volkswagen Crafter’ cargo vehicle… owned by PS, which he was driving from Berane towards the Republic of Serbia, he was illegally transporting narcotic drugs – cannabis totaling 17.792,3 g in net weight… packed in 20 packages… The drugs were discovered by the Police Administration officers on the same day at the Dračenovac border crossing, Rožaje Municipality… after the vehicle was stopped at approximately 15:15 p.m. during a search, revealing: 17 packages in the rear section and 3 packages in front of the passenger seat, which were confiscated, indicating that he was cognizant of his actions and understood the illegality of his conduct, thereby committing the crime of unauthorized production, possession, and distribution of narcotic drugs as per Article 1, Paragraph 1 of the Criminal Code of Montenegro,” the indictment confirmation decision states.
It is noted that reasonable suspicion regarding the defendant’s alleged criminal actions stems from the presented evidence, considered both individually and in their collective context.
