Milica Krivokapić, Supervisor of the Public Institution (PU) Social Work Center for the Royal Capital of Cetinje, has responded to the article titled “Employee at the Cetinje Social Work Center founded a private shelter: Children ‘lost’ in an unsupervised network,” published today on the Vijesti portal.

Here is her complete response:

“I am one of the founders of the non-governmental association ‘Center for the Protection of Children and Youth’ (not the shelter), which operates legally and does not violate any regulations in Montenegro. As a public institution employee, the Law on Civil Servants and Employees does not apply to me, and within this association, I have not received any material or other benefit—neither through an employment contract nor for providing services. The NGO was founded in 2023 to enhance the protection of children from vulnerable groups through project activities.

In this context, as a volunteer (under a volunteering contract), I have been involved solely in the project titled ‘Controlling Emotions to Peaceful Schools,’ submitted during 2024 for a public call in the Royal Capital of Cetinje, aimed at preventing peer violence. While your media outlet mentioned that the NGO ‘Center for the Protection of Children and Youth’ received a license for certain social services, it is incorrect to claim that I hold the shelter license or have any involvement in services for children who utilize the shelter and the Center.

Without intending to disclose any confidential information pertaining to the protection of minors, which has garnered attention from various media and state institutions recently, I want to emphasize that I formally requested an exemption from specific cases as an employee of the Public Institution Center for Social Work for the Royal Capital of Cetinje. I informed the chief inspector conducting an inspection on 14.05.2025. The inspection confirmed that neither I nor my institution committed any irregularities or engaged in activities that would create a conflict of interest.

I am a psychologist with extensive experience in social and child protection. I hold two licenses: one for basic and specialized professional tasks and another for mediation in civil disputes. Currently, I am training to become a Gestalt psychotherapist at the European Accredited Institute for Psychotherapy Training – Education Studio in Belgrade. With over ten years in the social protection system, I serve as a supervisor, reflecting continuous professional development and work with vulnerable groups. I actively share my knowledge through accredited training courses at the Institute for Social and Child Protection. Additionally, I coordinated the Multisectoral Team for Psychological Support to the Citizens of Cetinje following the tragic events of January 1, 2025, and have initiated numerous humanitarian and professional projects recognized and supported by both state institutions and international organizations.

“I am part of various working groups that prioritize social justice and contribute to societal well-being. By publishing misleading media headlines, my personal and professional reputation, along with my career path built without blemish, is being harmed. It is important to note that no journalist from your outlet attempted to contact me regarding this matter, and I was indeed available. I am making this statement to inform the public and protect my integrity, dignity, and reputation, and I request that you publish it promptly,” concluded Krivokapić.
