“Čarapić Disrupted Public Order and Peace…”

Oskar Huter, a member of the Democratic Party of Socialists (DPS) in Montenegro’s Parliament and a councilor for the party in the Assembly of the Royal Capital of Cetinje, announced today that he has submitted a criminal complaint against Vasilije Čarapić, the president of the Europe Now Movement (PES) Parliamentary Group.
The DPS shared Huter’s criminal complaint, which was filed with the Cetinje police.
“In accordance with the Law on Public Order and Peace, I am lodging a complaint with the Police Administration against citizen Vasilije Čarapić from Podgorica due to a reasonable suspicion that he violated Article 7 of the Law. He publicly posted a comment on the social network ‘X’: ‘You create a drug clan and recruit young unemployed people from the economically deprived Cetinje, you split the clan and provoke clashes in Cetinje and throughout Montenegro, then you leave the local parliament due to endangered security and blame others for it. Hypocritical and malicious.’ This statement grossly insults every councilor in the DPS Cetinje club, as it is both offensive and shameless,” Huter emphasized in his complaint.
He noted that implying someone has formed a criminal clan is inherently offensive.
“Claiming someone is accountable for the unfortunate murders occurring in Montenegro is shameless, especially since Čarapić is part of the ruling majority, which, regrettably for all citizens of Montenegro, has no control over the security situation. By making these accusations against the DPS councilors, claiming they have created a criminal clan and are responsible for numerous deaths, Čarapić’s actions disrupt public order, create unrest, and endanger community safety. His post on the social network ‘X’ constitutes a violation of public order as outlined in paragraph 2 of Article 4 of the Law on Public Order and Peace. The inaction of the ruling majority led us to resign as councilors. They hold the power and complete control over the security sector but have done nothing to ensure the citizens feel safe,” Huter stated.
Huter asserted in the complaint that “by spreading such falsehoods, Čarapić is attempting to evade accountability for the failures of the ruling majority, showing no regard for the innocent lives affected, including the four children whose lives were tragically cut short.”
“Čarapić posted this on his ‘X’ account, a platform considered a public space, on 25.04.2025 at 14:14, which I am including as evidence in photographic form. I hope you will take this report seriously, allowing our society to reflect on itself and urging responsible individuals in key positions to refrain from making baseless, harmful, and targeted accusations. I await your prompt response and extend my warm regards,” Huter concluded in his report.
