Appointment of new Chief of the General Staff will launch long-awaited vetting process

New Chief of the General Staff to Initiate Long-Awaited Vetting Process

Alongside our dedicated efforts against organized crime and systemic corruption, a crucial and sensitive responsibility of this government is the comprehensive vetting process. This entails a meticulous evaluation of integrity and loyalty to state institutions across four essential pillars of national security: the Police Directorate, the National Security Agency, the Armed Forces of Montenegro, and the judiciary.

The strength of a nation rests upon the integrity of those in whom it relies. Therefore, anyone entrusted with a weapon, leading an investigation, issuing a verdict, or managing classified information must embody unquestionable morality, stability, courage, and an unwavering dedication to the state and its institutions.

I am confident that with the appointment of the new Chief of the General Staff of the Armed Forces of Montenegro, we will at last initiate the long-awaited vetting process in the defense sector—a process previously unattainable without new leadership. This process can no longer be delayed. The military must serve the state—not special interests, internal divisions, or the lingering influences of the past system.

Increased defense spending, as strongly advised by our key international partners, is not simply an expansion of the budget, but an essential investment in the reliability, interoperability, and honor of those who protect our borders and maintain peace.

Let me be clear: without vetting and transparent institutions, there can be no sovereignty.

As Deputy Prime Minister, I urge all ministers from the Democratic Montenegro party to implement, without exception and without delay, a thorough vetting process within their respective ministries for every person with access to power, sensitive information, and state responsibilities.

Those capable of carrying out this task will have our full backing. Those unwilling or unable—we thank them for their service up to this point.

For Montenegro does not require anyone who cannot face the system directly.

It is time for all those wishing to serve to undergo comprehensive vetting.

And for those who wish to remain hidden—to be brought to light.
