They Persist in the Battle to Stay in Pljevlja

The Pljevlja Municipality plans to subsidize housing loan interest for young married couples facing housing challenges. This initiative aims to address the sharp decline in the birth rate and the emigration of youth from Pljevlja.
The municipality will cover a maximum of 100 euros in interest each month, for a duration of up to 10 years.
Eligible applicants include young families, whether they are married or unmarried couples, as well as single parents. Criteria include that at least one partner must be under 45 years old on the date of the public announcement.
To qualify for the grant, the applicant must be a Montenegro citizen with a registered residence in Pljevlja and no outstanding tax debts to the Municipality. Families without property in Montenegro can apply for the grant if they purchase or build their first home and resolve their housing issues through ownership, provided they have never previously sold, gifted, or otherwise disposed of a home.
Additionally, young families may access non-repayable funds for constructing a house.
To benefit from the interest co-financing, applicants must be approved for a loan by a bank and can only utilize this right once.
Co-financing will be denied for the purchase of residential property owned by a family member within specific bloodlines, including parents, siblings, and in-laws.
For financing residential building construction, the applicant must obtain a building permit or equivalent documentation, and initiate construction in the year prior to the public announcement or in the announcement year.
The applicant for construction co-financing must be the property owner or co-owner of the land.
If co-owned, the other owner’s consent must be submitted alongside the application.
The 2023 census reports that Pljevlja’s population stands at 24,542, a decline of 6,244 from 2011. In 1971, the town boasted 46,856 residents, and ten years later, that number had dropped by 3,527. This downward trend continued with 39,593 in 1991 and 36,918 in 2003…
As of 2023, Pljevlja has 9,136 registered households, reflecting a significant decrease of over 1,100 compared to the previous census. In total, 14,293 apartments were documented in Pljevlja in 2023, surpassing the 13,963 recorded in the 2011 census.
