Ineffective Collection of Tourist Tax in Ulcinj Over the Holidays

During the May Day celebrations in Ulcinj, attendance was notably high, particularly from visitors coming from the region, including Kosovo, Serbia, and Bosnia and Herzegovina. Nonetheless, the number of people who celebrated in Ulcinj exceeded those officially registered.
This information was shared by the Ulcinj Tourist Organization.
“As a result, we cannot express full satisfaction, as the trend of unregistered guests persists, negatively impacting the collection of tourist taxes. Approximately 3,300 tourists were accommodated in hotels, while our system logged only around 1,200 guests in private lodging,” stated the TO.
They highlight that an increasing number of visitors now own apartments in Ulcinj, complicating the tracking of guest numbers significantly.
“Furthermore, a considerable number of private accommodation providers who operate year-round remain unregistered. Without implementing specific monitoring and recording measures, this issue is likely to persist, with direct repercussions for local tourism planning and development,” the TO asserts.
The annual event “All for Tourism – a Month of Celebration, Culture, and Hospitality” commenced with a craft fair at Souvenir Square in Ulcinj from May 1 to 4. This event, organized by the Tourist Organization in collaboration with the Municipality and local partners, will continue until June 1.
The TO announced that this event signifies the kickoff of the season with an extensive calendar of cultural, artistic, and entertainment activities.
Alongside the Craft Fair, the 17th “Bamboo May Fest” occurred with a vibrant atmosphere and a strong turnout. Upcoming events include “Fortress Evening” in Šas on May 17 and the traditional “Kubla Day” festival at Mala plaža on May 21. This will be followed by several concerts, including the Amadeus Band on May 26, the RTSH Symphony Orchestra on May 29, and a classical music event featuring Ilirijan Gjoni and Bledar Zajmi on May 31.
“On the evening of May 31, we can anticipate a spectacular performance by Era Istrefi at Mala plaža. Lastly, as the grand finale on June 1, coinciding with World Children’s Day, numerous activities for children, along with an engaging entertainment program, will be organized in partnership with the Ulcinj Municipal Assembly,” the TO’s message concludes.
They also noted it’s encouraging that hotels have eagerly reopened and are conducting business through various agencies, leading to expectations of solid occupancy rates throughout May.
