Former Prime Minister Zdravko Krivokapić expressed that his opinions on Prime Minister Milojko Spajić have changed over time, attributing this shift to Spajić’s actions and choices, which he believes diverge from the original plans and objectives of Krivokapić’s administration, particularly emphasizing the principle against the sale of state assets.

Spajić held the position of Minister of Finance and Social Welfare during Krivokapić’s government.

In a discussion on TVCG, Krivokapić pointed out the irrationality and unfairness of awarding a long-term agreement to one party while excluding competition.

“Spajić has provided inconsistent information regarding the investment cycle, so it’s best to ask him about that rather than questioning my statements. He is concealing the truth, and once revealed, it could lead to detrimental consequences for Montenegro,” Krivokapić stated, as covered by the RTCG portal.

He added that sums between 20 and 30 billion are not easily manageable.

According to him, the current government has failed to execute any of the prior administration’s plans and lacks projects.

“Our vision for Ulcinj involved creating 10 to 12 high-end hotels through a comprehensive spatial plan, utilizing the expertise of world-renowned architects focused on sustainable development and environmental standards. I’m curious about the standards being set by the current government,” Krivokapić remarked.

He emphasized that during his time as prime minister, there were no discussions about 30 or 90-year leases, as the Privatization Council had thoroughly reviewed related issues that are now arising.

“This mirrors the ‘Belgrade on the Water’ project, where an investor invested a billion but Serbia received only 10 million euros in return. If that land had been sold to Serbian investors, it could have generated five billion,” he explained.

Krivokapić asserted that his concern lies with the interests of the state rather than with Spajić. He clarified that his advocacy is not for replacements but for state reforms.

He conveyed no regrets regarding the appointment of Spajić and Jakov Milatović as ministers, believing he made the right choice, and stated that the subsequent developments are not his fault.

“PES emerged and caused a rift between DPS and DF, which I initially thought would strengthen. However, due to certain actors, a coup occurred. Abazović became the head of government through negotiations, while DF distanced itself, claiming neutrality,” Krivokapić described.

The former prime minister remarked that those who criticize DPS for being stagnant are, in fact, repeating the same patterns. Each ministry has devolved into a “silo of party interests,” as he believes the prime minister had an erroneous expectation of change.

The recent elections in Nikšić did not catch him off guard since there was systematic effort to undermine PES, which failed to fulfill fundamental democratic principles within the party, principles Milatović once supported.

He found it peculiar that there’s a rush to pass the law regarding agreements with the UAE in Parliament when the government hasn’t constructed any new highways, despite numerous road projects being proposed. “The tender for the highway’s continuation was withdrawn because the EBRD does not tolerate mismanagement of funds,” Krivokapić noted.

He perceives that political leaders dominate in Montenegro, leading to a lack of internal democracy even within new parties.

Krivokapić labeled former Prime Minister Dritan Abazović, a vice-president in his cabinet, a “manipulator” who employs various deceptive tactics.

“He is a master manipulator who has deceived many, which contributes to URA’s decline. Although he was an excellent candidate in Nikšić, they received less than two percent,” Krivokapić summarized.

Regarding President Jakov Milatović, who was Minister of Economy and Economic Development during his tenure, Krivokapić described him as practical, pragmatic, and realistic.

“He tends to deliberate thoroughly before acting. Occasionally, he might involve himself in matters that aren’t strictly his domain, possibly out of concern for Montenegro’s future. But shouldn’t the president express his opinion? Any statement he makes is met with criticism due to a divided media landscape favoring PES, DF, URA, and DPS,” Krivokapić said, highlighting the necessity for independent media free from influence.

He also addressed economic issues, insisting that the “Europe Now 1” program benefitted citizens, while questioning if Spajić has fulfilled commitments made under “Europe Now 2.”

“‘Europe Now 2’ should naturally build on ‘Europe Now 1′. The government has failed to take measures to protect citizens’ interests regarding pricing. Both administrations have only addressed a few items, yet monopolists continue to profit, demonstrating protectionism instead of fostering competition,” he expressed.

Reflecting on his diplomatic encounters while leading the government, he characterized European diplomats as “hypocritical,” alleging a disconnect between their words and actions, as reported by RTCG.

“Lajčak, Bilčik, and Picula are aligned with DPS. I challenge them to take me to court to reveal what was offered to me in private discussions. The environment in embassies is predominantly DPS-influenced, except for the British and French ambassadors who were rare in their fairness,” Krivokapić claimed.

He assessed that no substantial reforms have occurred within DPS and regards it as one of the most organized parties not only in the Balkans but globally. He pointed out its utilization of state resources and its connections in law enforcement and the judiciary.
