Celebrating the Harmony of Languages, Cultures, and Histories: A Tapestry of Belonging

The “Ready4EU” training initiative exemplifies that Montenegro possesses not only the institutional capabilities but also individuals committed to embracing, embodying, and defending European values through their work, ethics, and personal conduct, remarked Agron Camaj, Director of the Human Resources Directorate.

With support from the Ministry of European Affairs, the Ministry of Public Administration (MPA), and the Regional School of Public Administration (ReSPA), the Human Resources Directorate hosted a ceremony to celebrate the completion of the inaugural cycle of the “Ready4EU” training program, during which certificates were conferred to the participants.

During the ceremony, Camaj highlighted that the day signifies not just the completion of a program designed to equip civil servants with the skills needed for European Union (EU) institutions, bodies, and agencies, but also represents knowledge, effort, and accomplishment.

“Today, we symbolically close an essential chapter of our collective journey, which has made a lasting impact. We embrace the idea that we truly belong to a space where diverse languages, cultures, and histories do not clash but interweave, creating a tapestry of unity enriched by diversity,” said Camaj.

He noted that when the program commenced in mid-October of the previous year, clear objectives, content, and schedules were set.

“What we could not foresee was that this program would transform into a hub for mutual inspiration, idea exchange, collaborative learning, and growth. I proudly reflect on the individuals who brought this program the vital element it needed – its spirit,” Camaj remarked.

He emphasized that the program participants demonstrated that knowledge transcends mere information; it is a journey of growth, connection, and personal evolution.

“This initiative is not merely professional development but serves as evidence that Montenegro boasts not only institutional capabilities but also individuals ready to live, embody, and advocate for European values—through action, ethics, and personal example,” emphasized Camaj.

He asserted that Montenegro’s European future resides not high on an international agenda but within the offices of public administration, training rooms, and the daily choices made by civil servants for the benefit of all citizens.

Camaj acknowledged that the journey taken by the program participants was challenging; they explored complex themes surrounding European integration, engaged in assignments, debated, questioned, and ultimately believed.

“This is why your accomplishments today hold immense significance. You have proven that Montenegro can possess an administration that is not only functional but also visionary, one that does not passively await change but actively initiates it,” stated Camaj, addressing the officials who completed the initial training cycle.

He remarked that the program participants, aptly named Ready4EU, exhibited maturity, responsibility, collegiality, and dedication to a shared mission.

Camaj expressed his deep belief that investing in human capital is the most prudent and essential decision any government or nation can make.

“This moment is not an ending; it lays the groundwork for what lies ahead. From this day forth, we expect you not only to continue your education but also to share the knowledge you have gained, inspire your peers, and effect change within your institutions through practice and exemplary conduct,” Camaj commented.

He expressed gratitude toward the team from the Sector for Professional Training and Development of State and Local Servants and Employees, whose professionalism facilitated the program’s comprehensive execution, along with the numerous experts and practitioners whose presentations, workshops, and discussions formed the foundation of the training program’s quality and relevance.

Camaj urged the program participants to view the certificates they received not merely as a validation of training completion but as a reminder of the responsibility they now carry.

“Let this certificate serve as a reminder of the commitment you bear from this day on. Stay receptive to new knowledge, and remember that societal changes do not originate from the system but from individuals, from you. I expect you where genuine changes transpire – in practice, in the field, within EU institutions and agencies, and where you will represent Montenegro with pride and integrity,” Camaj said.

Minister of European Affairs Maida Gorčević asserted that the Ready4EU program is envisioned as a bridge connecting knowledge and practice, existing potential, and the standards Montenegro aspires to achieve.

“Today, we can proudly affirm that you, the inaugural cohort of Ready4EU, have symbolically traversed that bridge—not merely through study but through openness and a willingness to engage with challenging content,” Gorčević stated.

As she emphasized, the program’s launch aimed not at creating another educational initiative but as a tangible tool to enhance knowledge, skills, and experiences.

Gorčević highlighted that the EU embodies more than a mere collection of rules and procedures; it represents a community grounded in values, dialogue, solidarity, and knowledge.

“To be an equal participant in it, we must cultivate individuals who comprehend its inner workings, capable of formulating policies, negotiating, interpreting laws, and managing projects—people like you. Hence, I encourage you to apply yourselves, be courageous, and trust in your knowledge,” stated Gorčević.

She expressed confidence that many Ready4EU participants would eventually become part of the European administration but highlighted the importance of their current roles within the Montenegrin state administration—carrying the knowledge that can enhance the Montenegrin system and bring it closer to European standards.

“But I desire more than that. I hope we remain a network, a community that grows and learns collectively. Share your experiences from Brussels, Strasbourg, or Luxembourg with your colleagues in Montenegro. Be a bridge and assist in advancing our administration,” Gorčević urged.

Marija Hajduković from MPA remarked that the Ready4EU program encompassed more than a series of lectures and workshops.

“This has been a journey of learning, growth, and collective contribution aimed at acquiring knowledge that empowers us to become stronger, more responsible, and better prepared to support Montenegro’s European integration process,” said Hajduković.

European integration, she noted, is not an abstract endeavor but comprises tangible reforms, public policies, challenges, and officials whose daily efforts enhance the administration’s efficiency, transparency, and citizen orientation.

Hajduković stated that through this program, participants acquired insights into European law, the functioning of EU institutions, international relations, and vital skills modern public administration necessitates.

According to her, knowledge represents not just individual advantage but also social capital, an investment in the future.

“An educated, motivated, and dedicated civil servant transforms the system—internally, progressively but thoroughly. This is where the strength of this program lies—in empowering the individuals who constitute the core of public administration,” remarked Hajduković.

She congratulated the participants on successfully completing the training and on choosing to pursue continuous learning, growing, and cultivating Montenegro as a society rooted in knowledge, solidarity, and European values.

ReSPA Director Maja Handjiska Trendafilova mentioned that the Ready4EU program signifies not just a training initiative for ReSPA.

“Ready4EU confirms the Government’s unwavering commitment to Montenegro attaining EU membership by 2028, recognizing that the true strength of a state administration resides in its people,” said Handjiska Trendafilova, thanking the Government for the expressed confidence in ReSPA’s collaboration in developing and supporting the program’s implementation.

She also acknowledged the civil servants, likely to be among the first Montenegrin citizens to work in the EU, for their commitment to the program despite their numerous responsibilities, equipping them for future roles in Brussels or other centers hosting European institutions.

“We anticipate that the next group of participants will soon embark on their journey, assured that the Montenegrin administration will be fully prepared for EU membership,” concluded Handjiska Trendafilova, reaffirming that ReSPA would continue to support the enhancement of public administration in Montenegro and the region.
