The Mayor of Ulcinj, Genci Nimanbegu, stated that Prime Minister Milojko Spajić is advocating for investors from the United Arab Emirates, requesting the withdrawal of the Bill on Ratifying the Agreement with that nation from the Assembly’s agenda.

This comment followed a meeting he had with Parliament Speaker Andrija Mandić regarding the matter.

Nimanbegu emphasized that they have urged for the agreement to be excluded from the agenda, but if it is presented, it should not be voted on as it contradicts both the Constitution and existing laws.

“The urgency and obscurity surrounding it raises questions about the underlying interests. I informed the Assembly Speaker that he would bear responsibility if it were included in the agenda and subjected to a vote. He relayed to us that the parliamentary majority would determine this, and it would be discussed in the collegium,” he pointed out.

He further articulated that this situation jeopardizes the interests of the state across Montenegro, highlighting that such territory allocations bypass the law, questioning whether Montenegro aspires to be governed by legal principles.

“We have communicated that MPs hold a unique responsibility for their voting decisions. They cannot excuse themselves based on party directives or governmental majority. This initiative, driven by Prime Minister Milojko Spajić, is detrimental to state interests. I have expressed my concerns to him in various discussions, yet it appears he fails to grasp his constitutional obligations. He is not in office to safeguard investors’ interests,” he added, noting that hastiness harms everyone’s interests and that this is not the appropriate approach.
