This is an Institutional Struggle Driven by Law and Justice, Not Politics

This morning, former high-ranking Police and National Security Agency official Duško Golubović was arrested by the Special Police Unit following an order from the Special State Prosecutor’s Office. This event signifies a resolute commitment to combating organized crime and unlawful influence, illustrating that our efforts are systemic, unyielding, and firmly grounded in the rule of law.

No position, rank, badge, or past or present title can shield anyone from accountability or the law.

The arrest of Golubović is part of a comprehensive operation aimed at establishing a security sector in Montenegro that is truly dedicated to the state and its citizens, free from the sway of interest groups and criminal networks.

To date, over 100 officers have faced suspension, arrest, or prosecution; internal connections within the security sector have been disrupted; protective mechanisms for criminal groups have been dismantled; and integrity checks, including asset verification and extensive background reviews, have been initiated. These outcomes have not come without pushback.

This is why we are aware of the heightened attacks on the security sector from political and parapolitical circles connected to previous centers of political and criminal power. What they fear is not only the truth but also the diminishing hold they have within the system.

This is an institutional battle — fought in the name of law and justice, rather than politics.

And it will proceed until every remnant of criminal influence is eradicated from our institutions. Our security services now prioritize the interests of the state of Montenegro and its citizens above all else.

Those who attempt to obstruct this process through attacks, pressure, or manipulation must recognize that the truth cannot be defended by assaulting the security sector. It is defended through decisive action. And we are taking action — fighting against those who have attempted to undermine the system from within.

We stand in solidarity with every honest police officer, civil servant, and citizen. And in this endeavor, there will be no turning back.
