Citizens of Ulcinj defend the right to decide on their future, but also the dignity of Montenegro

Ulcinj Citizens Advocate for Their Future and Uphold Montenegro’s Dignity

The European Union has expressed support for the citizens of Ulcinj and their political representatives, recognizing that “their clear and unified positions” aim not only at protecting local interests but also at safeguarding fundamental state interests.

“The frivolity, unprofessionalism, superficiality, haste, and lack of transparency accompanying this project’s presentation warrant caution and raise serious suspicions. This sentiment is further exacerbated by the aggressive disqualification of those who voice concerns about this so-called ‘deal of the century’,” the statement indicates.

They assert that decisions carrying significant consequences for the state and society cannot—and must not—be made “overnight, under pressure, without thorough analysis, without a multidisciplinary approach, and without the engagement of all social groups impacted by such decisions.”

“The greatest harm to this project has been inflicted by the Prime Minister himself, with his irresponsible, frivolous, and politically motivated approach. By simplifying the discussion to a binary ‘for’ or ‘against’ investments and development, there is a deliberate effort to distract from the critical issues and stealthily push through solutions that could lead to detrimental long-term effects. The agreement arbitrarily signed by the Prime Minister explicitly outlines the obligations of the state of Montenegro—to provide land, create infrastructure, adjust planning documentation to the investor’s desires, secure all necessary permits, and even amend legal regulations—while the investor’s responsibilities remain vague, minimal, and difficult to assess. The benefits to the investor are clear; however, the agreement fails to specify what the state of Montenegro will specifically gain,” the European Union states.

They further emphasize that while investments in luxury tourism can be recognized as a strategic interest, “it is unacceptable that this agreement insidiously attempts to label the construction of properties for sale—namely, apartments—as a public interest.”

The state is taking on significant financial commitments for land acquisition and infrastructure development without clarity on the sources of funding, “nor is there any guarantee of a return for the state and its citizens.”

“We must specifically caution you: Ulcinj will never concede to the concreting of Velika Plaza. Velika Plaza is a resource for the citizens, Montenegro, its environment, and its future—not for private interests. Ulcinj will not agree to hand over the entirety of Velika Plaza to anyone, whether from the east, west, or any part of the globe. The citizens of Ulcinj are not merely defending their right to determine the future of their city and children—they are upholding the dignity of Montenegro, its sovereignty, and its European trajectory. They are resisting the ignorance, arrogance, and greed of those who have temporarily held state positions and are attempting to dismantle everything that has been painstakingly built over decades under the guise of ‘investments’. The European Union will steadfastly support its citizens, standing for truth against manipulation and principles against improvisation,” the statement concludes.
