Olivera Doklestić, leader of the "Idemooo!" civic movement, has accused the Herceg Novi local government of using the "Primorje" basketball club as a means to employ family members and misuse public funds.

"Herceg Novi has always been a hub for sports. Our water polo players, swimmers, sailors, tennis players, and numerous talented basketball players have made their mark at the Olympic Games. We aspire for even more Olympians in various sports. Consequently, Herceg Novi was named the 'European City of Sports' for 2024 by ACES Europe. However, this honorary title masks a troubling trend of politicization, led by a political elite that has governed the city for the past eight years. The current coalition is maneuvering clubs under the guise of promoting sports development—yet those in charge are primarily from the dominant political party,” Doklestić remarked in a media statement.

She questioned why the "Primorje" club, which is 80% owned by the Municipality of Herceg Novi, is managed by individuals lacking sports expertise and who display questionable intentions, which is detrimental to the growth and continuity of young athletes.

"Experts from the sports community, specifically basketball, have repeatedly cautioned local government and the mayor about harmful decisions that jeopardize the club and the sport's progress. Yet, the mayor has remained steadfast in his detrimental choices despite these advisories, prompting concerns about personal ties with the appointed club manager. The club has become a platform for nepotism, funded by over 120,000 euros annually from the city budget, alongside additional funds for hall usage and athlete accommodations. After nearly seven years of this administration, no youth categories (juniors, cadets, pioneers) are actively training, alongside a consistent drain on public finances. The club lacks facilities working with young athletes, often resorting to fictitious loans of players from other clubs merely to meet formality,” Doklestić stated.

She claimed that the club has sidelined qualified individuals with basketball expertise for less qualified personnel.

"There isn’t a single qualified coach from a recognized sports faculty working with young athletes; occasionally, a diploma from a private institution surfaces, but no basketball trainers are engaged with the youth. The dire state of the club was recently highlighted by a players' strike, protesting their treatment. However, the authorities refused to meet, disregarding the players' demands for the current management's removal. In recent years, the club has shifted through 4 sports directors, 8 coaches, most of whom possess notable sports credentials, along with 4 secretaries and fitness coaches. Only the club president remains unaffected by these changes. The brewing personal interests, boosted by party support and sizable municipal budget allocations, signal serious issues within our governance,” Doklestić revealed.

If the situation were as it should be, the municipality would have invoked mechanisms to convene the club assembly and subsequently the city assembly, initiating investigations to clarify the true circumstances and address the detrimental management of the club.

"The significant issue of neglecting one of the oldest sports clubs in Herceg Novi, coupled with the erosion of youth sports and fiscal mismanagement, highlights the urgent need for changes both in BC 'Primorje' and the local administration as a whole.

"Changes must occur benefiting our youth, starting on April 13, 2024. The Civic Movement for Herceg Novi 'Idemooo!' firmly advocates for this vision of change and integrity," concluded Doklestić.
