All actions were carried out in compliance with the Statute and Board of Directors’ decisions.
Recent media reports have emerged regarding the sale of two official vehicles belonging to the Basketball Association of Montenegro (KSCG) at below-market rates—one reportedly sold to Dušan Dubljević, the brother of KSCG president Jelena Dubljević, and the other to the general secretary, Darko Ivanović.
According to the allegations, Dubljević acquired a “Škoda Superb” for €8,400, while Ivanović purchased a “Škoda Octavia” for €3,705. The PV portal indicated that these transactions occurred without the consent or knowledge of the Board of Directors, lacking a professional appraisal of the vehicles’ values as well as information about their condition and mileage, and that only bids from Dubljević and Ivanović were submitted.
KSCG responded to RTCG, asserting that all procedures adhered to the Statute and decisions of the Board of Directors. They also mentioned that an appraisal of both vehicles was conducted by a licensed expert in March of this year and that the sale documentation is kept in the KSCG archives.
At a meeting held on June 3, 2024, it was agreed that three vehicles owned by KSCG—namely the “Caddy Pick Up,” “Škoda Oktavia,” and “Škoda Superb”—would remain in official use until further notice, with the possibility of future sales.
“The agenda of the KSCG Board of Directors on June 3, 2024, included discussions on the sale of these vehicles for the first time. During this session, it was reported that KSCG was in the process of contracting two new “Chery” vehicles for official use. It was resolved that the aforementioned three vehicles would remain available until further notice, with potential future sales discussed in the minutes from that Board session,” the statement to RTCG declares.
Furthermore, it was resolved during the last Board meeting that KSCG would sell two “Chery” vehicles received for three years to streamline operating costs.
“In the March 17, 2025 Board meeting, the members were informed that KSCG, collaborating with Jadran Auto doo through a sponsorship agreement, acquired two “Chery” vehicles for three years and noted that selling these vehicles, which are no longer needed, would help reduce operational costs. The Board emphasized that a valuation by an authorized appraiser was necessary. This item was also unanimously adopted,” the statement adds.
“In light of this, it is clear that the media allegations are unfounded, and the sale of vehicles was conducted with the Board’s approval and per KSCG’s Statute,” they stated.
KSCG refutes claims that the auction proceeded without appropriate vehicle appraisals.
“Contrary to media claims, it is incorrect to say the auction occurred without professional appraisals or relevant data concerning vehicle condition and mileage. The appraisals were conducted by a certified appraiser, and all documentation concerning the appraisal is archived at the State Automobile and Transport Corporation of Montenegro,” the statement clarifies.
To ensure accuracy, KSCG provided a timeline of the vehicle sales process:
“Decision from the KSCG Board of Directors dated March 17, 2025.
Vehicle appraisal by certified appraisers from March 2025.
Announcement of the vehicle sale competition on April 2, 2025.
The sale competition concluded on April 10, 2025.
On that date, KSCG’s three-member commission confirmed that all bids complied with competition criteria and that the recipients of the vehicles were Dušan Dubljević and Darko Ivanović, both permanent employees at KSCG.
“The vehicle prices mentioned in the media are accurate and reflect the assessed values according to the Vehicle Valuation Report.”
KSCG has indicated that there is a sustained effort by certain parties to disseminate misinformation that intends to undermine the work of the Basketball Association of Montenegro.
“In conclusion, we reiterate that falsehoods have been circulated to discredit the achievements of the Basketball Association of Montenegro. We are ready to provide access to all relevant documentation for any necessary inspection or audit. The doors of the Basketball Association of Montenegro remain open to anyone willing to contribute to the advancement of Montenegrin basketball and sports,” concludes the KSCG’s statement to RTCG.
