<p>The Center for Civic Education (CCE) has reviewed the annual consolidated financial reports from the State Audit Institution (SAI) regarding the financial audits and regularity assessments of political parties and civic groups for 2023.</p>
<p>This analysis continues the investigative efforts initiated in 2020, extending through 2021 and 2022.</p>
<p>According to the CCE, the review encompassed 10 political parties and citizens' groups, all of which had their reports published on the DRI website: Social Democrats of Montenegro (SD), Europe Now Movement (PES), United Montenegro (UCG), Social Democratic Party (SDP), Bosniak Party (BS), Civic Movement "Durmitor Initiative", National Albanian Union, Citizens' Alliance CIVIS, Democratic Montenegro (Democrats), and the Party of Justice and Reconciliation.</p>
<p>"The DRI provided the poorest evaluation, a double negative opinion, to three political parties: the Bosniak Party, CIVIS, and the Justice and Reconciliation Party. Additionally, three political entities received a double conditional opinion: United Montenegro, National Albanian Union, and the GP 'Durmitor Initiative'," noted program associate Nikola Đurašević.</p>
<p>Positive conditional opinions were issued to two political parties, SDP and Democratic Montenegro. One political entity, PES, received a positive-negative opinion, while the Social Democrats of Montenegro were recognized with a double positive opinion, being the top-rated political party in financial reporting for 2023.</p>
<p>"In terms of quality, compared to earlier analyses, some parties retained their evaluations, others improved, while a few declined. Specifically, SDP and the Party of Justice and Reconciliation largely remained at previous levels. Conversely, three parties advanced in comparison to past reports: SD, UCG, and PES. Meanwhile, two parties experienced a decline compared to earlier evaluations: BS and Democrats," the statement indicated.</p>
<p>Đurašević emphasized that these ratings provide insight into the evolution of transparency and financial management among political parties, highlighting their consistency, progress, or potential shortcomings.</p>
