The Ulcinj NGO Network advocates that the Montenegrin Government should heed the advice of professionals and civil society representatives, and accept the Ulcinj Municipal Assembly's conclusions regarding the potential 99-year lease of Velika Plaza. The NGOs from Ulcinj emphasize that any significant investment must garner the support of the local community to thrive.

"A responsible government must acknowledge this reality. It's also crucial to recognize that Ulcinj is the oldest city on the eastern Adriatic coast, and the local community has historically fought for its rights and dignity. Ulcinj is known for its tolerance, longstanding traditions, and unique way of life that have persisted for centuries," reads the statement.

There are concerns that the Government may be jeopardizing freedoms, competencies, and development through rash decisions, having agreed, without the consent of the Ulcinj community or the broader Montenegrin public, to the proposed valorization of Velika Plaza.

"If this project proceeds, it would violate valid urban plans and Ulcinj would permanently forfeit its most precious natural treasure. The repercussions for the citizens would far outweigh any potential benefits," the statement continues.

The civil sector stresses the need to foster awareness about the valuable space we occupy, advocating for its preservation and the best possible usage for current and future generations.

"Future residents have the right to their aspirations too; we shouldn't sacrifice our present under the guise of development and dreams of vast profits. The area is also being degraded and compromised. Without Velika Plaza, we risk becoming a community destined to fade away. We must categorically reject such a fate," it concludes.
