Politics Impedes the Launch of Bar’s Parking Service

The Bar Assembly session set to discuss and approve the Study on General and Special Parking Lots in the Municipality of Bar has already faced two postponements, hindering the newly established Parking Service from making tangible progress.
The assembly session that took place on March 10 was postponed due to a lack of quorum, with the same issue causing yesterday’s session to be adjourned. A new session is slated for April 16, resulting in a delay of over a month in adopting the Study, consequently slowing the company’s operations for that time frame.
Officially in operation since last August, the Bar Parking Service appointed its board of directors six months earlier, yet the start date for parking fees remains uncertain. Citizens will have to wait another week for clarity on this issue and related matters concerning the company’s functionalities.
“Parking fees in the lots determined by the Study will commence once the necessary technical conditions are fulfilled,” the Study, which “Vijesti” reviewed, mentions, though it does not provide a timeline for this.
The lack of a quorum reflects the ruling parties’ struggles to secure a majority consensus, according to Bar’s opposition, with citizens bearing the consequences.
Director of the Bar Parking Service, Nikica Purlija, did not respond to electronic inquiries from “Vijesti” regarding the impact of this delay on the company’s operations and the establishment of parking fees.
Sources from the local ruling coalition indicated that a quorum has been secured for the upcoming session, ensuring that the document will be adopted, allowing the Bar Parking Service to proceed with its operations.
The Study outlines two parking zones in Bar. The first encompasses areas near the Adriatic Sea, bordered by Bulevar Dinastij Petrovića, Ulica JNA, and Ulica Barskih logoraša, including parking areas in Old Bar, Žukotrlica, and Sutomore.
Tighter parking regulations will apply here compared to the second zone, as this area hosts numerous commercial, business, entertainment, sports, and cultural facilities that attract many visitors, increasing parking demand nearby.
Furthermore, the area’s residential buildings necessitate designated parking within this zone. This situation is exacerbated during the tourist season, particularly in the sea-adjacent locations—”Žukotrlica” parking lot and segments of Sutomore’s inner coastal hub, which face traffic congestion due to excessive car usage in summer.
The proposed introduction of stricter parking regulations aims to optimize existing capacities and enhance communal order.
The second zone includes the area of Bar bordered by the Željeznica River, the railway line, Makedonska Street, Trgovačka Street, and Bulevar Dinastijë Petrovića, characterized primarily by residential spaces.
According to the Study, these two zones provide 5,644 parking spots for private vehicles, 81 for motorcycles, 236 for individuals with disabilities, six for buses, and 201 reserved spaces.
