Vukčević Facing Trial for Attempted Murder of Police Officer

The Higher Court in Podgorica upheld the indictment from the Higher State Prosecutor’s Office against Zoran Vukčević, relating to the attempted murder of police officer Mica Radovic.
The indictment, presented by state prosecutor Snežana Sišević, outlined that the defendant, who has a prior conviction, deliberately attempted to kill the police officer on March 1, 2024, around 20:47, using a so-called concrete mixer truck while the officer was executing his official duties.
“While at the detention facilities of the Podgorica Security Department, he requested to use the toilet, which was granted by the injured officer. As the officer turned his back, the defendant struck him in the head with a ceramic lid from the toilet, resulting in serious injuries, including a contusion to the right half of the occipital area, a linear fracture of the occipital bone, cerebellar contusion, and a small accumulation of blood under the dura mater,” states the prosecutorial document.
The indictment continues by stating that Vukčević then shoved the officer and struck him multiple times with the door of the room they occupied, inflicting injuries that included two bruises to the front of the officer’s left upper arm, a bruise on the outer side of his upper arm, two scratches on the outer aspect of his left shoulder, three scratches on the back of his left hand, and a bruise on the inner part of his right lower leg.
“This act constituted the criminal offense of attempted aggravated murder as per Article 144, paragraph 5, in conjunction with Article 20 of the Criminal Code of Montenegro,” it concludes.
Following the incident a year prior, the police officer was admitted to the Neurosurgery Department at the Clinical Center in Podgorica.
The Police Directorate indicated at that time that other officers had subdued an individual detained on suspicion of multiple thefts…
“The individual was subdued using coercive measures – physical force, and placed into a detention room,” the Police Administration officially communicated.
They also informed Vijesti that at the moment Radović was injured, two detainees were present in the detention facilities.
“One police officer was designated for their security, while another officer conducted necessary tasks for the on-call service,” they clarified.
The Police Directorate emphasized that the number of officers assigned to secure detention facilities is based on security assessments:
“Specifically, this is determined by the categorization of individuals held in detention.”
They further explained that physical security in detention facilities is ensured by police officers’ presence:
“Along with a video surveillance system that monitors both the detention facilities and the duty service areas.”
For the attempted aggravated murder of the police officer, Vukčević faces a potential sentence of ten years in prison.
According to the Criminal Code, anyone who intentionally initiates a criminal act but does not complete it may be penalized for attempted criminal activity, potentially facing up to five years or a harsher penalty as stipulated by law.
“The act of using a specific means or method of execution is also considered the initiation of a criminal act if defined by law as characteristics of a criminal offense,” notes the Criminal Code.
