Police officers close to the Kavčani monitored who was crossing the border ahead of the 2021 elections in Nikšić.

Police Officers in Kavčani Monitored Border Crossings Prior to 2021 Elections in Nikšić.

According to the Special State Prosecutor’s Office, police officers who aligned themselves with the Kavača criminal clan misused their official authority in March 2021 to monitor the individuals passing through the Ilino Brdo border crossing ahead of the local elections in Nikšić.

Messages from the formerly secure Sky application indicate that these actions were taken following the escape of a suspect. Drazen Milović notified his cousin, a fugitive police officer Ljub Milović, that Vladimir Mandic was frequently in Trebinje, welcoming “those from NK”.

Dražen Milović, a hairdresser from Trebinje who operated under the alias Razor on Sky, informed his relative, who was disguised as Officer, about these events on March 2, 2021.

“Mandić is covering costs for meals and accommodations. Several groups are arriving,” he wrote that day.

Two days later, he reported that Vlado was present in Trebinje and was “constantly accompanied by 10 individuals.”

“One of my contacts is close to them,” he added.

When his cousin inquired about the origins of Mandic’s companions, he received the following information.

“They’re waiting for those from NK and keep coming because he can’t go there. Names from BG and Montenegro are being mentioned. They keep talking about someone’s absence,” he explained.

“Can you take a picture of them?” the officer inquired, and the contact clarified that Mandić was always in large groups.

“Brother, there are 20 of them… They’ll take photos. They say they’ll pay €1,000 for a vote. Just pull up the list of who crossed into Klobuke today and you’ll get all the names,” he advised the police officer, who complied, adding the remark, “What are you up to?” Vucic.

“Both Vučić and Dodik,” confirmed Dražen Milović.

The police officer then shared his exchange with his relative with a colleague, Marko NovakovićDirty Harry, who informed him that he was in Novi Sad until Monday and suggested that he should convey this to John.

John, known on Sky as Charli, is also a police officer Ivan Nikolić, who executed Ljubo Milović’s command that same day and reported back on the entries and exits.

“There are 200 entries and exits. I recorded them on my phone. Any noteworthy timings, directions, or faces?” Nikolić inquired from Milović.

After consulting with a coworker and realizing he wasn’t sure who might be politically significant, he was instructed to “take a quick look.” Nikolić then provided a comprehensive report.

“There’s that Đukanović; I spotted him from DF. Also, the NK group – Newcomer,” he noted, but Ljubo Milović wanted more specifics.

Milutin Djukanovic, Kecojevic Goran, Djukic Dobrasin. They arrived around 5:00 PM. That Milutin Đukanović from DF. He was with Mitrovic Ivan from DPS, but he was there with his family. Đukanović and Kecojević left at the same time, around 2:10 PM, and returned around 4:30 PM. Đukić departed around 12:30 PM and came back around 2:30 PM,” Nikolić wrote.

Almost simultaneously, Dražen Milović sent multiple photos from the Trebinje restaurant Jazina, featuring four men and one woman, stating:

“The last picture is him with this girl. This was in Jazin; my friend took the picture”…

The Milović cousins maintained their intensive surveillance of social interactions in Trebinje in the following days, and on March 5, Dražen reported that “They keep arriving.”

“They just kept coming yesterday. They’ve been showing off all day; changing locations. The police are on them, even uniformed Montenegrins were present. Two of them were there. They’re gathering in one area, and the security is monitoring everything. They’re filming it all. The informant tells me everything,” he mentioned, and when Ljubo Milović sought names, he asserted that they could all be viewed from the crossing: “Who has been around these past 2-3 days.”

Nevertheless, he also provided specific names:

“So, there was Becic, the one running for mayor, along with the rest of the team. Those police officers were JZP. The individual who manages the Grafičar restaurant in BG dispensed €20. Our police are providing them protection; they’re arriving in groups of 5 cars each… There aren’t as many from Montenegro as there were the other day since they’ve been on alert due to enforced checks… Most vehicles are from NIŠ and BG. My informant served them; their primary concern is securing council seats. Bečić was there too. According to their accounts, they are convinced that Kovacevic is winning,” he noted.

He also revealed that “that individual” was present on the first day he reported Mandić was in Trebinje, sitting with him…

According to the SDT, the Milović cousins, Novaković, and Nikolić are part of what is referred to as a police drug cartel.

The same indictment also implicates the detained politician Milo Bozovic, whom Milović’s group planned to “strip” before the 2021 Nikšić elections.

This indictment from special prosecutors also includes not only them and the former mayor of Budva Božović but also former secret agent Petar Lazovic, the former assistant director of the Police Administration (UP) Dejan Knezevic, as well as both former and current UP personnel – Mileta Ojdanic, Ivan Stamatović, Nebojša Bulgarian, Milan Popovic, Miloš Mišurović, Goran Stojanovic, Tihomir Adzic, Ivan Mijatović, Vladmir Bajceta

The indictment also names Božidar Jabučanin, Aleksandar Keković, Filip Zindovic (Kljajevic), and the head of the Kavač crime clan Radoje Zvicer.

Members of this criminal organization are charged with orchestrating, under Milović and Ojdanić’s directives, the trafficking of cocaine from Ecuador to the EU and Turkey, managing the transfer of proceeds from the cocaine trade to Serbia and Montenegro, and employing violence and intimidation against others, as well as acquiring large quantities of weapons and explosives…

Moreover, they are accused of influencing the placements of their allies in leadership positions within the Police Directorate to gain access to sensitive intelligence and other crucial information. They also allegedly exploited funds derived from illicit activities to restrict voter participation in the parliamentary elections in August 2020 in Montenegro.

Police officer Novaković, who relayed Milović’s instruction to Nikolić even prior to Nikolić requesting it, clearly articulated on Sky that they were surveilling the border crossings due to the elections.

Dirty Harry communicated to Nikolić that they were monitoring the standard border crossings, as opposed to the green route.

“At the regular border, not the green one. The Klobuk crossing is the point of focus. It’s minimal there. Just send it to the Officer. You’re just to focus on the entrance. This is somehow connected to the elections; certain individuals are arriving,” he clarified.

Nikolić asked when the information was required, asserting that he was available “until the day after tomorrow”, but his colleague requested he leave that evening to avoid delays in obtaining the information.

“No problem; I’ll go then. What do you need me to do – take pictures or something?” he queried, and Novaković instructed him to photograph “everyone who passed by.”

After Nikolić received the date for which the checks were needed, he communicated to his colleague that he couldn’t check Klobuk but only Ilino Brdo.

Then he inquired if he could log into the police system using his official credentials to conduct the check, but Novaković reiterated that it was election-related:

“Well, it’s for the elections. Just look at who some of those who were present,” he said. “They went for money for election-related purposes”…

The police officer conducted checks on border crossings twice that day, and upon returning to the station for the second time, he messaged his colleague:

“I’m back now, 200 entries in total. It appears there will be more than anticipated,” he sent.

Kavčani closely monitored the pre-election events in Nikšić

Members of the Kavač clan meticulously observed the election activities in Nikšić at the end of 2020 and into early the following year, keeping a close watch on officials from the former Democratic Front (DF).

As previously reported by Vijesti, they had plans to “burn” the vehicle used by former Serbian handball player Vladimir Mandić and then-DF MP Milo Božović when they arrived in Nikšić in mid-February, in addition to plotting to “strip” the politician. They allegedly procured ID cards and funded their “soldiers” to boo representatives of the previous executive government in Grahovo.

This is evident from communications between the fugitive police officer Ljubo Milović, who was in touch with the arrested officer Petar Lazović, and several others, via the encrypted Sky application. The transcripts were supplied to Montenegrin investigators by the European Union Law Enforcement Agency. Lazović also communicated with the leader of the Kavač clan, Radoje Zvicer.

“We’re off to NK for a bit. With the team. These individuals from the team, discussing a bit of politics. A Serbian MP is expected today. Are there any individuals available if necessary?” Milović inquired of a clan associate named Andrijašević on January 21, 2021.

Following Petar Lazović’s notification on February 12 of that year that Vlada Mandić would be arriving in Montenegro, Milović sent a photo of a car which he claimed was driven by the Serbian handball player.

“Vlada Mandić is the driver. They should be at the DNP. Can you make a visit? Vlada Mandić, that handball player, is with him, along with some guy named Šijan. They’re the main financial backers. Should we go check to see if he’s around? Let’s see where he’s headed, if he stays overnight, so we can locate him,” Milović wrote.
