SIPA Declines to Support the Arrest of Dodik, Stevandić, and Višković; Agencies Confirm Denial
The BiH Investigation and Protection Agency (SIPA) has declined to respond to a request from the Judicial Police of Bosnia and Herzegovina (BiH) for assistance in detaining Milorad Dodik, the President of Republika Srpska (RS), along with Nenad Stevandić, the Speaker of the RS National Assembly, and Prime Minister Radovan Višković, as reported by Radio Television RS (RTRS).
According to media reports from Sarajevo, SIPA’s leadership, led by Darko Ćulum, determined that there was currently a “significant security risk” for their officers if they were to assist the BiH Judicial Police in apprehending Dodik, Višković, and Stevandić.
Earlier, the RS Ministry of Interior had also refused to comply with an order for the arrest of the top RS officials.
This request for arrest came after Dodik, Stevandić, and Višković failed to appear for questioning by the Prosecutor’s Office of BiH, which has accused them of “undermining the constitutional order of BiH.”
As per established protocols, a failure to respond to a summons from the Prosecutor’s Office typically leads to a detention order, followed by an arrest warrant.
If they continue to evade arrest, both a central and Interpol warrant may be issued for the suspects.
RS President Milorad Dodik has dismissed the possibility of assistance from EUFOR forces for his arrest, asserting that the Althea Mission does not have the authority for such actions. However, unofficial sources from Beta suggest that discussions about this possibility are ongoing in political and security circles in Sarajevo and Banja Luka.
SIPA spokesperson Jelena Miovčić refuted claims that the agency had refused to assist the BiH Judicial Police in detaining Dodik and others implicated in an attack on the constitutional order of BiH. She stated, “We did not refuse assistance; however, additional security assessments are necessary,” during an interview with the Banja Luka portal Srpskainfo.
