Revised Employment Mediation Laws to Enhance Service Speed and Quality in the Labor Market

The purpose of the amendments to the Law on Employment Mediation and Rights during Unemployment is to lay down a legal foundation for the seamless digital transformation of the Employment Agency of Montenegro, as stated by the Minister of Labor and Social Welfare, Naida Nišić, during yesterday’s session of the Parliament of Montenegro.
“This reform aims to enhance the speed and quality of labor market services provided to both unemployed individuals and job seekers, as well as to employers,” Nišić explained.
Nišić highlighted that the primary innovations in the law amendments will allow unemployed individuals to register with the Employment Service not only in person but also through digital means in the future.
“They will have the option to submit applications for their unemployment rights digitally, in addition to the existing methods of direct submission or mailing,” Nišić mentioned.
She further noted that the digitalization process will also streamline procedures for employers, who will be able to register job openings, as well as manage the commencement and termination of employment, through electronic means in the future.
“This will save citizens and employers considerable time and minimize administrative hurdles. The Institute’s digital services will be available around the clock, promoting quicker and more effective processing of requests, enhanced transparency, and easier access to job vacancy information,” Nišić elaborated.
Nišić stressed that, in addition to the benefits mentioned, costs related to in-person visits and document printing will decrease, while enhanced data security and automated processing will further elevate service quality.
“These amendments are a significant step towards the modernization and digitalization of the Employment Service, improving system efficiency and enhancing service accessibility for both citizens and businesses,” Nišić concluded.
