Adopting a Preventive Measures Plan to Enhance Security in Podgorica’s Appellate, Supreme, and High Court Buildings

The Police Directorate (PD) has announced plans to implement Urgent Preventive Measures aimed at enhancing security in the facilities of the Appellate, Supreme, and Podgorica High Courts.
This morning, an email was sent to the Supreme, Appellate, and High Courts in Podgorica regarding a potential bomb threat, which was later confirmed to be false.
In response to the false bomb threat, Supreme Court President Valentina Pavličić stated that all necessary preventive actions will be coordinated with the Police Directorate and other relevant authorities to avert any future illegal activities that may threaten the integrity and security of judicial institutions.
“Given today’s report of an explosive device placed in the building of the High, Appellate, and Supreme Courts and the frequency of such threats, which predominantly aim to delay and disrupt trials—largely by organized crime members—the Police Administration will establish a Plan of urgent preventive measures to bolster security at these venues, thereby thwarting individuals’ intentions that lead to public disorder and disrupt law enforcement efforts, particularly regarding trial schedules and judgments,” read the statement from the UP.
Additionally, the UP indicated their intention to obtain a weekly schedule of court hearings related to high-risk criminal cases from relevant court presidents to proactively prevent similar occurrences.
“The Emergency Preventive Measures Plan will incorporate both physical and technical security measures, which may include daily anti-sabotage inspections of court facilities prior to any reports being made, ensuring the continuity of operations. Given that these are secured sites with round-the-clock security, standard operating procedures will be developed as part of the Preventive Measures and Activities Plan to evaluate risk levels, including assessing any real threats, with continuous police presence and anti-sabotage measures in place,” the statement continued.
It was emphasized that these actions would minimize the repercussions of disruptive activities and lower overall security risks, avoiding the potential evacuation of staff while maintaining trial proceedings, thus supporting the smooth operation of the courts.
“Police Directorate officers will, in real-time, coordinate efforts with the relevant state prosecutor’s office and the High-Tech Crime Unit, carrying out investigative measures to clarify the criminal acts and identify the perpetrators,” added the UP.
